Also attached is a September 13 memo to me from the Executive Officer of the Superior Court justifying the request. This request is based on the increased responsibilities placed upon the Superior Court because of Trial Court Funding, Trial Court Delay (both of which require adherence to State Judicial Council guidelines), and increased workload. In addition, because of Trial Court Delay, there is an ever-increasing need for planning and ongoing administration and coordination with the Municipal Courts, which now have a central admin}stration unit with an Assistant Court Administrator, reflecting increased Municipal Court responsibilities. In my view, the request of the Superior Court has merit and since the incumbent is leaving, it is extremely important that this reclassification be done promptly and that the Court be allowed to advertise to fill the vacancy. It is my understanding that the Judges and the Acting Presiding Judge are anxious to proceed with this matter so that the affairs of the Court do not suffer. Bray Courts Building - 1020 Ward Street, Martinez DATE: September 13, 1999 Contra Costa CountyRECEIVED TO: George Roemer, Justice Systems Programs Director EP 2 11989 FROM: Len LeTellie Executive Officer Office of SUBJECT: Reclassification of Assistant Superior Court County Administrator Administrator position Attached, please find a P-300 requesting the position of Assistant Superior Court Administrator be allocated to a salary level which is at a minimum one ( 1) step higher than that of the Assistant County Municipal Court Administrator and with a five step range. A revised job description is provided, and below is the justification for this change. This position will be vacated as of 10/1/89 and the increase requested is based on the merit of the current situation by comparing the job responsibilities within the department, the county and like jurisdictions. Recent legislation pertinent to Trial Court Funding, Trial Delay Reduction programs and Court facilities planning, significantly enlarges the scope and direc- tion of this position. Such focus on all court systems necessi- tates increased coordination of cooperative duties between the Superior Court, Municipal Courts and the office of the County Clerk. The legislation further requires additional monitoring, planning and research activities, and the completion of added organizational studies. This change is also warranted by the need to have a compet- itive salary to attract the most qualified candidate. 1 . Change in Responsibility within the department In the past, this position had functional supervisory responsibility for Jury Services, Master Calendar and Arbitration services. The staff growth in the Superior Court has necessitated organizational changes resulting in this position having administrative (line) supervisorial responsibility for these operations . 2. Salary Relationship between Court Executive Officer and Assistant At this time the difference between the Court Executive Officer' s salary and that of the Assistant position is in excess of a 36%. The responsibilities of this position prescribe a difference of 20-25% as in other county depart- ments . T s - Memo to George Roemer_ . Page 2 3 . Equity Adiustment The position has not received an equity adjustment in the past years, while other staff for whom this position is responsible for, have been in receipt of adjustments . 4 . Comparable Salaries: County This position, its typical tasks and responsibilities, are comparable to that of administrators in the county Municipal Courts: Asst. Co. Municipal Court Administrator $3723-4525 Clerk-Admin of Court (Sched A) 4156-5051 Clerk-Admin of Court (Sched B) 3723-4525 5. Comparable Salaries: Other Jurisdictions (Top step) All of the jurisdictions listed below and displayed for comparative purposes have either more than one Assistant. Court Administrator and/or Administrative Officers and Administrative Assistants .
