THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on October 10 , 1989, by the following vote:

SUBJECT: Presentation by the Contra Costa County Mental Health
Advisory Board
Cynthia Miller, Chair, Contra Costa County Mental Health
Advisory Board, spoke on the challenges and accomplishments of the
Advisory Board. She presented the recently developed pamphlet,
"Mental Illness: New Directions," which provides information on
most frequently asked questions. She commented on the recently
established mental health information system aimed at tracking and
addressing the needs of these clients, the need for housing for the
mentally ill, the dual diagnosis program which continues to develop
treatment approaches for clients with drug abuse and other forms of
mental illness, and the need for separate facilities at the County
Hospital . providing treatment for mentally ill children and adoles-
cents. She noted that there was insufficient funds to meet the
increased demand for mental health services.
Other comments presented included the need for a new County
Hospital and the assignment of additional beds for mental health
patients than is currently being proposed; lack of residential
treatment facilities; the need for services for children and
adolescents particularly in the area of drug abuse; highlights of
Public Law 99-660 requiring development of an organized
community-based mental health service system for children, adults ,
and homeless persons with serious emotional disturbances and mental
illness; and the proposed alcohol tax initiative scheduled for the
June 1990 ballot that will provide additional revenue for health
service programs.
The Board thanked the Advisory Board for its presentation
today. The Board requested a joint meeting with the Human Services
Advisory Commission to include the chairs of all other human
services advisory boards and committees to discuss attainment of
increased efficency and coordination in addressing human service
needs. It was proposed that the County Administrator review the
feasibility of consolidating various boards, commissions, and
committees to provide better coordination in the delivery of
services in the various program areas.
IT IS BY THE BOARD ORDERED that the presentation of the Contra
Costa Mental Health Advisory Board is ACCEPTED.
