SCHRODER - Costa SUPERVISOR, DISTRICT 3 _ . : V -� �..�:. :... -...g DATE: October 5, 1989 s,;;_.____. ounty coup SUBJECT: STUDY OF DEPARTMENTAL CONSOLIDATION SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECO14HEMATION Request the County Administrator to undertake a study focused on a possible consolidation of the Public Works, Building Inspection and Community Development Departments into a single agency, with an emphasis on determining what can be done to improve service delivery to the public as well as determining what financial, staffing and organizational advantages or disadvantages there would be to such a consolidation and report his findings and recommendations to the Board in 90 days. BACKGROUND- We expect to be confronted with the retirement of the Director of Building Inspection in the near future. At the same time, there are increasing demands on the Community Development Department from ongoing development in the County, adoption of the revised General Plan, multiple issues surrounding the need to identify a new solid waste disposal site and the need to obtain ratification of the Solid Waste Management Plan, numerous transportation planning issues, hazardous waste and hazardous materials issues, oversight of the upcoming 1990 Census, the problem of developing an adequate supply of low and moderate-income housing in the County andi the development of new Redevelopment Agency Project Areas. Public Works also has problems recruiting engineers in order to keep the Department fully staffed. All of these demands are taxing these Departments and making ' a difficult job even.more challenging. It is important that each of these departments have as their primary focus providing prompt, high quality, professional services to the public. In order to take a close look at ways in which we may be able to do a better job of achieving this goal, I would like to recommend that the County Administrator be asked to examine the possibility that all three of these departments might operate more efficiently if they were combined into a single agency. I am suggesting that the County Administrator undertake a study to determine what financial, staffing and organizational advantages and disadvantages there might be from such a consolidation and report his findings and recommendations to our Board in 90 days. cc: County Administrator Public Works Director Community Development Director Director of Building Inspection I I i I i t i
