BACKGROUND:
See attached memo from Art Miner, Executive Director, Private Industry Council.
Our Committee has carefully reviewed the recommendations of staff and the qualifications of the nominated
candidates,as well as the distribution and balance of the Private Industry Council. Based on this review,we believe
that the above recommendations will provide the best possible balance to the Private Industry Council, retain
qualified and interested members, and we urge the Board to approve our recommendations.
In regard to Recommendation#4,our Committee was unable to agree on an appointment and must therefore request
the Board of Supervisors to choose between two highly capable and qualified candidates.
There is still one appointment to be made for the"Community Based Organizations"category seat. We expect to
make a recommendation�to the Board of Supervisors shortly to fill this remaining vacancy.

I ECT:. PIC APPOINTMENTS'
The Board needs to make ten appointments to the PIC for positions whose two year terms
expired on 9/30/88 and an additional eleventh appointment to fill a resignation. Four
of the current members are ineligible for re-appointment due to having served the
maximum of their full three two-year terms. The PIC consists of 20 members of the
following composition:

Labor 2 Public Employment Service 1
Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category. The composition
of the PIC is subject to review by the Governor, who periodically certifies that our
PIC is consistent with Federal and State legislation. State legislation requires PIC
vacancies to beifilled by the Board within 60 days.
In staff's opinion, the current PIC is reasonably representative. However, we could
use increased Asian and female PIC representation.
The PIC Chair, Tim Thomason, Bank of Alvarado President, specifically requests the
Board to recognize the value of. previous experience in light of previous program
success and with the goal of maintaining PIC member consistency and expertise given
the major new dislocated worker program, the charge of coordinating JTPA activities
with the GAIN/JOBS legislation, and the probable need to plan and implement proposal
JTPA amendments; effective July 1, 1990.
The PIC Chair believes the selection of the educational representative is particularly
crucial in view, of the greater JTPA targeting to hard-to-serve youths and adults in
need of remedial/basic educational services. It goes without saying that the PIC
expects the Board to only appoint individuals that are willing to volunteer the
necessary time to ensure the PIC remains a viable organization. All current PIC
members standing for re-appointment have been active PIC members.
The Board will] have a total of 11 appointments from among 17, nominees with the
following distribution:

PUBLIC EMPLOYMENT SERVICE CATEGORY - 1 appointment
There is one nomination for the Public Employment Service position - Wanda Viviano,
the Antioch EDD Office Manager. This would be her second PIC term; her attendance has
been good and staff is aware of no reason why the Board should not re-appoint her.
COMMUNITY BASED ORGANIZATIONS - 1 appointment
At this time we have no nominations, which were solicited from 33 organizations. Staff
is again soliciting nominations with special emphasis on those organizations not likely
to be potential Contractors. The current representative - Annell Grove, can continue
on the PIC until an appointment is made. She is ineligible for re-appointment due to
having served the full three two-year terms.
LABOR CATEGORY - 1 appointment
There are two labor appointments; one due to Anne Crisp, AFSCME Local 512 Executive
Board member having completed her initial two year term, and the second caused by the
resignation of John Allen, Local #1 Treasurer, due to time restraints and the end of
his term on the' Local Board of Directors.
There are three,nominations. Anne Crisp has been nominated for re-appointment by the
Central Labor Council, which has also nominated Marshall Walker III, Vice President
of Richmond Local 790, SEIU. Local 1 has nominated Dave Platt, Assistant General
Manager, and a; former PIC member. Acknowledging the high quality of all these
candidates, the PIC Chair recommends Anne Crisp be re-appointed to the PIC and Dave
Platt be appointed to the vacant position resulting from John Allen's resignation.
Staff would note that current proposed DTPA legislative amendments will probably
require three P,IC labor representatives after July 1, 1990, Mr. Walker would appear
to be an excellent candidate for that opening.
EDUCATION CATEGORY - 1 appointment
There are two nominations for the education category; Charles Priest, Regional
Occupational Program Director and Walter Marks, Richmond Unified School District
Superintendent.
Both are eminently qualified and would be a real asset to the PIC. However, the PIC
Chair requests the Board consider Superintendent Marks for the appointment. The Board,
with PIC support, has traditionally appointed a member from the Community College and
from the secondary system. However, it now looks like the criteria should be
vocational training and remedial/basic education. The other PIC education

representative, Ina Rae Lapum, now a consultant for the Chancellor's office, was
previously the Assistant Dean of Occupational and Community Education. Her expertise
and Mr. Priest's) tend to overlap. The PIC Chair feels having a Unified School District
Superintendent would provide broader balance and be helpful for the new federal
initiative targeted to the very difficult to serve and encouraging remedial/basic
educational services to adults and youths. This vacancy was created by Dr. Ron Stewar3t-
having ably served the maximum of three full two-year terms. If Superintendent Marks
is appointed, it will be the first time the PIC has had a District Superintendent as
a member, and will enhance our West County representation level.
BUSINESS CATEGORY - 5 appointments
The business representatives were nominated by the County Chambers of Commerce, with
the Walnut Creek Chamber compiling the list. Attached is a list of the 11 business
nominees, copies of their personal data sheets when available and endorsements.
Three are current PIC members (Thomason, Romeo, and Williams) . Staff believes the
Board would, be well advised to seriously consider re-appointing all three. They have
been active participating members. Their experience will be valuable, particularly
for the initiation of the new Federal Mandates, and the continuing challenge of
maintaining program operations and effectiveness.
Tim Thomason is; the current PIC Chair. He has provided sound leadership; his re-
appointment will allow him to finish his current term as Chair and then maintain his
expertise as the past Chair. Michael Romeo has been a valuable member, he has served
with distinction on the Proposal Review Committee and he is a representative of large
business. His re-appointment will maintain business member balance. Willie Williams
has served with distinction as Chair of the Marketing/Economic Development and Proposal
Review Committees. He also brings the perspective of minority small business; he is
the only business representative from West County.

Three of the vacancies are as a result of two members having served the maximum number
of two-year terms (Bill Sharkey, Shell Oil, and Paul Witkay, Cardox Corp) and Joe
Partida - whose business had started to interfere with PIC attendance - not re-
applying.
Of the remaining 11 Chamber nominees, only three responded to staff they were
interested in a PIC appointment, Jose Antman, Roy Elliott, and Eric Frank.
This is the first time Jose Antman has been nominated. His appointment would maintain
a Hispanic small business representative on the PIC and staff believes that should be
an important consideration for the Board.
One of the two remaining actively interested candidates is Roy Elliott, a former PIC
member. The PIC Chair believes his appointment would be very helpful.
The remaining actively interested candidate is Eric Frank. He has been a long time
supporter of the PIC, and assisted us in establishing the Business Resource Center.
