BACKGROUND The Board of Supervisors on September 12, 1989 directed the County Administrator to report to the Board on October 3, 1989 on the following: 1. The development of homeless shelter site selection criteria to include community input; 2. Recommendations regarding a specific site for West County; and 3. A comprehensive list of suggested sites for homeless shelters. The report date scheduled for October 3 was subsequently set over to October 10 to enable input from scheduled public hearings. Community input meetings were held on September 20, 21 and 27. Community suggestions were considered in the criteria finally adopted. The criteria included in this report are recommended for adoption as the criteria to be used in assessing sites for homeless shelters. A parcel comprised of a portion of the Sheriff's Work Furlough Detention Facility site combined with a portion of the adjacent Public Works Corporation Yard is designated as the West County homeless shelter site, subject to any legally required review procedures. Of the sites identified in West County, the first three in order of preference are: 1) Sheriff's Work Furlough Detention Facility at 847 Brookside Drive, Richmond; 2) Public Works Corporation Yard at 845 Brookside Drive, Richmond; 3) a parcel comprised of a portion of the Sheriff's Work Furlough Detention Facility combined with a portion of the adjacent Public Works Corporation Yard; and 4) East end of property identified at 651 Brookside Drive, Richmond. This is privately owned. Owners indicated in early August 1989 an interest in leasing or leasing a small portion of the property. List of Suggested Sites. A comprehensive, countywide, list of suggested homeless shelter sites has been 'prepared. This list consists of countyowned sites plus sites identified by County staff and members of the community. This list will continue to be reviewed based upon the criteria adopted by the Board and the need for additional shelters. If the recommended West County shelter site is approved by the Board of Supervisors and becomes operational, the remaining West County sites should be dropped from further consideration.
