III. REASONS FOR RECOMMENDATION/BACKGROUND:
The existing Nichols Road Overhead is in poor condition and
qualified as a Federal Highway Bridge Replacement project in
1986. The project will provide a new grade separation structure
spanning the Southern Pacific Transportation Company tracks on
Nichols Road. The structure serves General Chemical Corporation,
Chevron U.S.A. , Inc. and Allied Signal Corporation who have
agreed to provide the local share.
The project requires modifications to the ATSF at grade crossing
as • well as to the Southern Pacific undercrossing. Both railroad
companies have agreed to perform the work within their rights of
way and the County has agreed to reimburse them for the costs
incurred.
IV. CONSEQUENCES OF NEGATIVE ACTION
The project cannot be constructed without modifications to the
railroad facilities. Failure to approve and execute these
agreements will delay construction indefinitely and the County
will lose both the Federal and local funding for this project.
