RECOMMENDED ACTION: Authorize Human Services Advisory Commission to monitor Challenge Grant contracts during 1989-1990. II. FINANCIAL IMPACT No additional cost to County. III. BACKGROUND AND REASON FOR RECOMMENDATION A review of the files indicates that the Board of Supervisors have never given specific authorization for HSAC to monitor Challenge Grant contracts. There are contracts with 15 agencies under the Challenge Grant Program in operation during the 1989-90 Fiscal Year. HSAC would like the authority to monitor these contracts. HSAC is responsible for the Challenge Grant Program. This responsibility has included the development of criteria, calling for proposals, reviewing applications, making recommendations to the Board of Supervisors for contracts to be issued to non-profits, and working with County staff on the administrative details necessary to develop contracts and pay demands. Another responsibility of HSAC is the monitoring of the contracts to assure that County funds are being properly expended.
