SUBJECT: Contract Award Recommendation:
Christen -Drive Bridge Replacement
Project No. 0662-6R4085-86, Pleasant Hill Area
Specific Request(s) or Recommendation(s) & Background &
Justification
RECOMM LADED ACTION:
AWARD the contract for furnishing labor and materials for the
subject project to Jones Brothers, Inc. , the low bidder, who has
also met the requirements of the County's Minority and Women
Business Enterprise Contract Compliance Program, in the amount of
$200,897. 00 and at the unit prices submitted; and REQUIRE the
contractor to present surety bonds for Payment and Faithful
Performance in the amounts of $100,448.50 and $200,897. 00,
respectively.
DIRECT the Public Works Director to prepare the contract for the
project.
AUTHORIZE the Public Works Director to sign the contract on behalf
of the Board subject to the Director having reviewed and found
sufficient all required documents, including the contract signed by
the contractor, the aforementioned surety bonds, "and a certificate
of insurance.
DIRECT that, in accordance with the project specifications and/or
upon the execution of the contract by the Public Works Director,
any bid bonds posted by the bidders be exonerated and any checks or
cash submitted for bid security be returned.
FINANCIAL IMPACT:
The project, including engineering and appropriate overhead charges,
is funded by the Federal Highway Bridge Reabilitation and
Replacement Program (64%) , the State of California (8%) the City of
Pleasant Hill (14%) and County Road Funds (14%) .

REASONS FOR RECOMMENDATION/BACKGROUND:
The plans and specifications were approved and the project
advertised for bids by the Board of Supervisors on August 29, 1989.
The bids were received and opened at 255 Glacier Drive, Martinez,
California, on Thursday, September 28, 1989. The construction bids
received were as follows:
1. Jones Brothers Enterprises, Inc. $200,897. 00
2. P & F Construction, Inc. $209,259. 00
3 . Pollock and Denico, Inc. $216,527. 00
4. R.M. Harris Co. $220, 252 . 00
5. Dalzell Corp. $226, 635. 00
6. West Coast Bridge, Inc. $228,260. 00
7. Hertel Construction Co. $251, 669. 00
8. West Coast Civil, Inc. $256, 186. 00
The Engineer's estimated construction cost was $154, 600. 00.
