SUBJECT: U.S. POSTAL SERVICE; FOOD STAMP ISSUANCE FEE INCREASES
(Ref: Contract Amendment #20-009-11)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the
County a Contract Amendment ( 20-009-11) with the U.S. Postal
Service increasing fees for food stamp over-the-counter
issuance transactions effective October 1, 1989.
FINANCIAL IMPACT:
Food Stamp issuance costs are funded 50% Federal, 25% State,
and 25% County. Effective October 1, 1989 the County share
will increase $0. 13 per issuance transaction over the current
rate. For the past 6 months the County' s average number of
issuance transactions each month has been approximately 14,774.
Thus, the monthly County share for these transaction fees will
increase approximately $1,920. This increase can be absorbed
through the flexibility built into food stamp cost projections
for FY 89-90.
REASONS FOR RECOMMENDATION/BACKGROUND:
The current agreement between the U.S. Department of
Agriculture and the U.S. Postal Service provides for an annual
cost study of food stamp issuance activities so that
transaction fees can be adjusted. Accordingly, the Postal
Service has increased the transaction fee to $2. 28 effective
October 1, 1989. This fee is unifor nationwide.
