BACKGROUND/REASONS FOR RECOMMENDATIONS
In February 1989, Contra Costa County joined with Alameda County
and the cities of. Danville, San Ramon, Dublin, Livermore, and_, ..
Pleasanton to form the Tri Valley Transportation Council (TVTC) .
The main objective of the TVTC is to develop a comprehensive
transportation plan for the Tri Valley Region. In June, the TVTC
adopted a Phase I work program that includes the following tasks:
Identify critical transportation issues and needs;
Identify alternative institutional arrangements for
preparing and administering the Tri Valley Transportation
Plan; and
Prepare a Phase II work program for development of a
transportation model, adoption of a Transportation Plan,
and implementation of a financing program to fund Tri
Valley transportation improvements.

With the assistance of the Metropolitan Transportation Commission
(MTC) , the TVTC has . prepared draft reports on the critical issues
and needs affecting the Tri Valley area. Reference documents
(Draft County General Plan, city General Plans, transportation
studied, etc. ) were reviewed and combined with information gained
from interviews with key .staff people in the participating
jurisdictions to provide the basis for the materials attached to
the Board ,Order for your review. Three pieces of information have
been prepared: 1) a combination of growth estimate for different
years from different sources; 2) a table identifying the major
policies of each jurisdiction which are related to transportation;
and 3 ) a "first cut" listing of issues and opportunities. The TVTC
requested that . this preliminary information be presented to the
Board of Supervisors and city councils for their review and
comment.
MTC is currently analyzing traffic data to identify potential
problem areas on highways and major arterials, reviewing short
range transit plans of transit operators, and investigating
different funding and institutional strategies appropriate to
possible administrative and implementation responsibilities for the
TVTC. All work on Phase I of the work program will be completed
this fall.
Staff comments are handwritten on the attached reports. Staff will
report to the Transportation Committee on future progress of the
TVTC as appropriate.
A report describing the findings of the Phase I work program will
be completed this fall.

Draft List of Issues and Opportunities for the
Tri-Valley Transportation Study -
The following list of issues and opportunities is drawn from three
sources! interviews with transportation and planning personnel in each
jurisdiction; policies and information contained in relevant general
plans and supporting documentation; and irrsights gained by MTC staff
during the course of its ongoing planning activities in the study area
and the, nine Bay Area counties. This is . the preliminary list which is
neither complete nor in priority order. It is meant to stimulate
discussion on matters pertinent to. the possible future role of the
Tri-Valley Transportation Council .
A. Highways/Arterials
11 Development of a Tri-Valley arterial. network or system
2 Multi-jurisdictional cooperation in planning the size and
alignment. of roads
3 Designation and upgrade of selected arterials as freeway_
relievers
4. Implementation of a Tri-Valley traffic monitoring system
5. Implementation of strategies to manage freeway congestion (ramp
metering, HOV lanes, etc)
6. Tri-Valley TSM program
B. Transit
1 . Enhanced transit planning for the. Tri-Valley to better
coordinate and expand service, including transit connections
with rail service
2. . I-680 corridor transit study
3. Ultimate uses for SP rights-of-way
4. Rail extension to'Dublin and beyond (including Central Valley)
C. Land Use
1 . Ultimate levels (ranges) of growth in Dougherty Valley, North
Livermore; East Dublin, and other growth areas
2. A land use monitoring system designed to evaluate the
cumulative impacts of growth on transportation and provide
current information on changes which would affect Tri-Valley
traffic
3. Modification of land use policies to reduce traffic impacts
and/or to support achievement of transportation objectives
D. Jobs/Housing Balance
1 . Joint statement and policy for Tri-Valley jobs/housing balance
2. Tri-Valley "fair shares" for housing, particularly for
affordable housing
3. Develop system to monitor numbers of new Tri-Valley employees
and their income distribution
