Bragdon Director of Community Development DATE: October 3, 1989 'l SUBJECT: Public Hearing on Proposed Fee Increase and Ordinance Amendment for the Communitp 'Development Department SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMENDATIONS Hold a Public Hearing on the attached proposed Community Development Department Fee. Schedule Ordinance. At the conclusion of the Hearing adopt the Ordinance. FINANCIAL IMPACT The fee increase is ' requested .to lessen dependence on funds from the County General Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS The Current Planning and Advanced Planning activities are supported by application fees. In addition, County funds have also been used to support the costs associated with these activities. In an effort to minimize the County funds used, it is proposed that a fee increase be adopted. The Building Industry Association (BIA) has been advised of this proposal. To lessen the impact of this fee increase, the up-front application fees which support approximately half the costs will not be affected; the 'back-end fee collected at the Building Permit issuance will be increased thereby from the present level of 30% to 40%. By increasing the back-end fee, the developer will be paying fees based only on that which has passed through the public hearing process; fees will be collected as building permits are required for sections or stages of large developments when construc ed. On recommendation of Supervisor Schroder, IT IS BY THE BOARD ORDERED that the above recommendation is APPROVED and Ordinance No. 89-61 is ADOPTED. During discussion of the above matter, Supervisor Torlakson commented on issues of staffing, organization and cooperation within the Community Development Department. He also advised that he would be willing to meet with the County Administrator to discuss the issues he had mentioned. He also suggested that he would be willing on behalf of the Board to meet with the Building Industry Association when fees are again an issue 1. i Therefore, IT IS FURTHER ORDERED BY THE BOARD that the issues of staffing, coordination and organization of the Community Development Department are REFERRED to the County Administrator and Community Development Director. This ordinance amends Section 26-2 . 2814 of the County Ordinance Code to increase the Community Development Department's building permit processing fee to $10 per permit or 40% of the building permit fees, whichever is greater, and apply to services rendered prior to approval of land use entitlements . SECTION II: Section 26-2. 2814 of the County Ordinance Code is amended to read: 26-2 . 2814 Building permit process fee. The community development department shall charge for those services rendered prior to approval of land use entitlements and through occupancy, in order to ensure compliance with all the conditions of project approval. The fee will be ten dollars per permit or 40% of the building permit fee, whichever is greater. The fee shall be collected by the building inspection department at the time of collection of other building permit fees . (Ords . 89- 61 § 2, 87-18 § 2, 86-95 5 9 . ) SECTION III: EFFECTIVE DATE.
