Direct the County Administrator to determine the feasibility of establishing a branch of the East Bay Conservation Corps in the North Richmond community. 2. Direct the County Administrator to continue efforts to design a beautification and neighborhood enrichment and training program in cooperation with a planning group comprised of the City of Richmond, Richmond Unified School District, Chevron,USA, other public agencies and community groups. 3. Direct the County Administrator' s Office to make a further status report to our Committee on this subject November 13, 1989. BACKGROUND: On June 27, 1989 the Board of Supervisors directed the County Administrator to develop the framework of a beautification and youth skill program, with the option of contracting with the East Bay Conservation Corps. The East Bay Conservation Corps is interested in locating a program in the North Richmond area. The County Administrator ' s Office also reported to us that discussions have continued with the City of Richmond regarding a partnership which would provide for litter abatement activities and overall community beautification. The City of Richmond is currently devoting considerable funding to a comprehensive citywide beautification program. These activities include a 48-hour Rapid Response Team for litter clean-up, an abandoned vehicle abatement program, a free planting and maintenance program and an exterior property management program. The City of Richmond is interested in having the County and possibly private industry extend this program into North Richmond. In an effort to extend such a beautification, neighborhood enrichment and training program into North Richmond, the County Administrator' s Office coordinated a meeting which included representatives from the City of Richmond and Chevron, USA. At this meeting a consensus was reached on a proposed plan which would include the following components: Establishment of a planning group including members of County departments, the City of Richmond, community groups, Chevron, USA and other private industry representatives. This group will define the scope of the beautification project and the level of involvement by each group. They will also develop a budget. A smaller group will be established to carry out the goals established by the larger group. This smaller group will estimate the work effort required, determine the needed resources, determine who will pay for what, establish time-lines for implementing the project and then return the detailed proposal to our Committee and the City of Richmond for further consideration. Our Committee enthusiastically endorses the above recommendations. We have asked that the Richmond Unified School District be included in these discussions. We are also asking that a further progress report be made to our Committee on November 13 , following which we will make a further report to the Board.
