HomeMy WebLinkAboutMINUTES - 10031989 - 2.4 TO: BOARD OF SUPERVISORS Contra FROM: Costa Phil Batchelor, County Administrator County October 3 , 1989 '�o DATE: SrA couK� REPORT OUTLINING A RECOMMENDED METHOD OF PREPARING FOR A SUBJECT: COUNTYWIDE DRUG AND ALCOHOL ABUSE CONFERENCE IN JANUARY 1990 TO BE FOLLOWED BY A REGIONAL DRUG AND ALCOHOL CONFERENCE IN MAY 1990 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Reaffirm the intent of the Board of Supervisors to have the Internal Operations Committee serve as the Steering Committee to oversee the preparation of a Countywide Action Plan and the planning for the Drug and Alcohol Abuse Conferences which are .scheduled for January and May 1990. 2. Create an Action Plan Advisory Committee to provide input to the Board of Supervisors through the Internal Operations Committee and to staff on factors which should be considered when drafting the Countywide Action Plan. Request each Member of the Board of Supervisors to appoint from 3 to 5 members to serve on the Action Plan Advisory Committee. 3 . Charge the Health Services Director with the responsibility of taking the comments and suggestions made at each of the Regional Drug and Alcohol Abuse Conferences and preparing a draft document which, upon approval by the Internal Operations Committee and Board of Supervisors, will be considered by the participants at the January 1990 Countywide Drug and Alcohol Abuse Conference. Direct county staff to work with the Internal Operations Committee, the Richmond Unified School District, West County Cities, community agencies and the public to provide assistance as appropriate in planning the Western Regional Education Conference scheduled for November 28-30, 1989. 5. Reaffirm the Board' s request that the Health Services Director form a Planning Committee for the January 1990 Drug and Alcohol Abuse Conference which represents drug and alcohol program providers, which includes representatives from each Supervisorial District, and which includes concerned members of the community in each area of the County. 6. Charge the Planning Committee with the responsibility to plan the January 1990 countywide Drug and Alcohol Abuse Conference, preferably at Diablo Valley College between January 20 and 31, 1990 . This charge includes the responsibility to advertise the Conference, plan the program, make arrangements for speakers, handle registration and all other arrangements normally involved in putting on this kind of a Conference. The focus of the Conference should provide an opportunity for the participants to break up into communities of interest to review and reach consensus on the Action Plan. Request the Health Services Director to provide staff support to the Planning Committee and, in addition, appoint a member of his staff to attend meetings of both the Planning Committee and Action Plan Advisory Committee to insure that the two Committees are coordinating their efforts together appropriately. . 7. Request the Health Services Director to report to the Internal Operations Committee on the status of preparation of the Action Plan and planning for both Conferences on October 23 , 1989. BACKGROUND- On September 26, 1989 the Board of Supervisors noted the need to set in place a process for planning the Countywide Drug and Alcohol Abuse Conference in January and the Regional Drug and Alcohol Abuse Conference in May, leading up to placing on the ballot in June 1990 an Action Plan for addressing the problems of drug and alcohol abuse in Contra Costa County. The County Administrator was asked to outline how this might all be accomplished in a timely manner so the Board of Supervisors can act to place the Action Plan on the ballot by the deadline of March 9, 1990 for placing measures on the June 1990 ballot. The Internal Operations Committee has on referral to it all of the follow-up items regarding Drug Summit I , Alcohol Summit I and the preparation of a Countywide Action Plan, combining the comments and suggestions made at each of the Regional Conferences. It is therefore recommended that the Internal Operations Committee continue to have oversight over those issues as well as the planning for both the January 1990 and May 1990 Conferences. It is also recommended that the Board of Supervisors create an Action Plan Advisory Committee to be composed of representatives nominated by each Member of the Board of Supervisors which would provide advice to the staff and the Internal Operations Committee on the content of the Countywide Action Plan. It is also recommended that a Planning Committee for the Conference be formed by the Health Services Director which also needs to have representatives from each area of the County. This Committee should also include service providers from the alcohol and drug programs and should be staffed by the Health Services Department. cc: Each Board Member County Administrator Health Services Director Alcohol Program Chief Drug Program Chief
