ESTABLISH A CONTRA COSTA COUNTY SHERIFF'S DEPARTMENT
PATROL OFFICE AT CA011010, BAYO VISTA IN RODEO
I . RECOMMENDED ACTION:
AUTHORIZE the Executive Director to enter into an agreement with the Contra
Costa County Sheriff's Department to establisha Patrol Office in a Housing Authority
owned housing unit at the Bayo Vista public housing development in Rodeo, as
recommended by the Advisory Housing Commission.
- II. FINANCIAL IMPACT:
The Sheriff's Department would occupy the Housing Authority owned unit on a .
rent free basis, however, the Housing Authority would not be eligible to receive
operating subsidy from HUD for the deprogrammed unit.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
For the past three months the Housing Authority has been working with the
Sheriff's Department and the U. S. Department of Housing and Urban Development (HUD)
to establish a Sheriff's Patrol Office at the Bayo Vista public housing development
in Rodeo. The Housing Authority has now received approval from HUD to remove a unit
from the rent roll at Bayo Vista for use as a Sheriff's Patrol Office and to enter
into an agreement with the Sheriff's Department for this purpose.
The establishment of a Sheriff's Patrol Office at Bayo Vista in Rodeo will
result in an increased presence by the Sheriff's Department patrolling the Rodeo area
in the Bayo Vista development and will assist in detering drug-related criminal
activity.
At its Regular Meeting on Monday, September 18, 1989, the Advisory Housing
Commission voted to authorize the Executive Director to execute a zero-rent lease
agreement, conforming to HUD approved guidelines, with the Sheriff's Department to
establish a Sheriff's Patrol Office in a Housing Authority owned unit in CA011010,
Bayo Vista, Rodeo.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
the drug-related criminal activity in CA011010, Bayo Vista public housing
development located in Rodeo, would continue unabated. Additionally, the Board of
Commissioners would be acting in a manner contrary to its position to provide safe
housing for low-income families in Contra Costa County.
