HomeMy WebLinkAboutMINUTES - 10031989 - 1.62 I File: 250-8817/B. 4. 1 THE BOARD OF SUPERVISORS a CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order of October 3, 1989 by the following vote: AYES: Supervisors Powers , Fanden, Schroder, McPeak & Torlakson NOES: None ABSENT: None RESOLUTION NO.89/651 ABSTAIN: None SUBJECT: Approving the Final EIR for Contra Costa, County Administrative Center at Muir Road and Glacier Drive, Martinez, County File #CP88-36, and Plans and Specifications for Forensic Science Facility, 1960 Muir Road, Martinez, for the Sheriff/Coroner, which is a part of the aforementioned County Administrative Center. Budget Line Item No. 0119-4282 Authorization No. 0928-WH282B WHEREAS Plans and Specifications for Forensic Science Facility, 1960 Muir Road, Martinez, for the Sheriff/Coroner, have been filed with the Board this day by the Director of General, Services; and WHEREAS Plans and Specifications were prepared by McLellan & Copenhagen, Inc. ; and WHEREAS the Architect' s cost estimate for the initial construction contract is $2, 900,000; base bid; and WHEREAS the general prevailing rates of wages, which shall be ` the minimum rates paid on this project, have been obtained by this Board; and WHEREAS the project has been determined to conform with the General Plan; and WHEREAS the Board finds that the final Environmental Impact Report (EIR) has been completed in compliance with the California Environmental quality Act of 1970 and State and County Guidelines; and WHEREAS the Board having reviewed and consideredthe information contained in the final EIR finds that it is an adequate basis for making a decision on the project; and WHEREAS the Board finds that 'the County Planning Commission, in its capacity as the County' s hearing body for Environmental Impact Reports, according to adopted processing procedures, has prepared a written resolution certifying the final Environmental Impact Report and designated Resolution 41-1989', attached hereto and made a part hereof; and WHEREAS the Board having studied the significant environmental effects of this project and possible mitigation measures, as described in the final EIR, concurs with the Planning Commission' s findings and the rationale for each finding set forth in the attached Planning Commission Resolution, and adopts said findings and rationale in connection with its approval of the project; Page 1 of 2 RESOLUTION NO. 89/651 r1A IT IS BY THE BOARD RESOLVED that the mitigation measures associated with the findings and described in the Planning Commission Resolution are hereby adopted, to eliminate or substantially lessen the effects on the environment where feasible, and that any remaining significant effects on the environment found to be unavoidable are acceptable due to the overriding considerations described in the Planning Commission Resolution; and FURTHER, , that the Architectural Division of the County General Services Department will provide for implementation of the mitigation measures described in the final EIR and contained in the findings; and will monitor compliance with the mitigation measures; and FURTHER, that the attached Resolution by the County Planning Commission, certifying that certain environmental documents constitute a final EIR and that such final EIR was completed in accordance with the California Environmental Quality Act, the State Guidelines and County processing procedures, is hereby approved; and FURTHER, that the Director of Community Development is instructed to file a Notice of Determination on the EIR with the Contra Costa County Clerk; and FURTHER, that the project and the Plans and Specifications therefor are hereby approved. Bids for this work will be received on November 2, 1989, at 2:00 p.m. , and the Clerk of this Board is directed to publish Notice to Contractors in accordance with Section 20125 of the Public Contract Code, inviting bids for said work, said Notice to be published in the Concord Transcript I hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
