Buck, County Probation Officer, advising that his Department' s Intensive Supervision Drug Program (ISP) will expire in February 1989 and citing the need for funds if this program is to continue. Mr. Robert Schroder D`C 27 1988 Board of Supervisors Sim'E ?1iiS R SCR®t�E� District 3 510 La Gonda Way Danville, CA 94526 Dear Supervisor Schroder: Re: Intensive Supervision Program - Clean Streets Probation Component This is to inform you that due to the lack of available funds, this Department' s Intensive Supervision Drug Program (ISP) will expire in February, 1989 . ISP was initiated in 1987, following its approval for funding as one of five National Model Demonstration Projects by the U.S. Department of Justice. This program was linked to the "Clean Streets" operation, which involves the District Attorney and law enforcement efforts to combat the drug abuse problem in the west county area. ISP has been evaluated by the Rand Corporation through separate funding and their findings should be published early next year. Analysis to date indicates that ISP has proven to be an effective counter drug abuse program. It has utilized non-traditional methods of surveillance, control and enforcement. ISP has worked closely with the Courts, police, District Attorney and a wide range of community treatment programs. Not only has this concerted effort proven to be needed but also its exclusive focus on the drug offender has led to a clearer picture of the dimensions of the drug abuse problem and how to more effectively deal with it. For example, ISP has been able to individually apply the unique authority of the Probation Officer as both preventative and treatment measures. Furthermore, ISP was credited with starting a Narcotics Anonymous Program in Richmond and it has shown dramatic growth. Many other experiences have been recorded pointing to the effectiveness of intensive probation supervision with the "drug abuse population" . Not only were many individuals deterred from use of drugs, but many of those who were not, were rapidly placed in custody or residential treatment programs before they committed more crimes. Thus, ISP provided needed alternative sanctions and preventative measures which are not possible by placing drug offenders in large caseloads. Mr. Robert Schroder 12/21/88 Page 2 ' My Department has vigorously sought County funds to continue ISP but were unable to secure a budget supplement for this purpose. Should either local or outside funding become available, we will give this project a high priority for reinstitution. While much valuable anti-drug abuse work was done by ISP it is clear that this very serious problem is continuing to grow and is of great community concern.
