Status Report on Advisory Boards, Committees and
SUBJECT: Commissions Staffed by the Community Development Department
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Request the Director of Community Development to determine
which advisory boards, committees, and commissions which are
now staffed by his department, and appointed by the Board of
Supervisors, should be transferred to the new Transportation
Authority, both for appointment purposes and staffing and
report his recommendations to the Board of Supervisors.
2 . Establish a sunset date of June 30 1993 for the Pleasant
Hill/BART Station Area TSM Advisory Committee so the Board
of Supervisors can determine whether, this body needs to be
continued after that date.
3 . Abolish the Water Task Force which was established by the
Board of Supervisors July 29, 1986 and which was to
terminate December 31, 1987.
4 . Abolish the Blue Ribbon Task Force on Landfill Siting which
was established by the Board of Supervisors January 6 , 1987
and which has completed its assigned task.
5 . Request the Clerk of the Board to note in the "Maddy Book"
that the Local Assessment Committee for the Erickson
Enterprises Hazardous Waste Facility will cease to exist
after final administrative action has been taken by all
State and local agencies on the permit applications for the
project for which the Committee was convened pursuant to
Health & Safety Code Section 25199 . 7 (d) ( 4 ) as added by
Chapter 1504, Statutes of 1986.

6 . Abolish the General Plan Review Citizens Advisory Committee
effective February 28, 1989, authorize Certificates of
Appreciation for all members of the Committee, request the
Director of Community Development to schedule time on the
Board agenda either February 28, 1989 or March 28, 1989 for
the Board to present the Certificates to members of the
Committee, and request the Director of Community Development
to invite all members of the Committee to be at the Board
meeting to receive the Certificate of Appreciation from the
Board.
7 . Request the Director of Community Development to work with
Supervisor Torlakson in an effort to expand the current
Agricultural Resources Advisory Committee so that all
agricultural interests are represented, then determine tasks
the group should be asked . to address. We would like to see
this group reorganized as a Task Force with a specific
charge and the 'requirement that they complete these tasks by
July 31, 1989 . The Director of Community Development should
report this matter back to the Board of Supervisors as soon
as possible.
8 . Request the Director of Community Development to develop a
schedule for the remaining work needed to prepare a Bethel
Island Specific Plan and forward that schedule to the Board
of Supervisors, at which time an appropriate sunset date
should be established for the Bethel Island Specific Plan
Advisory Committee.
9 . Request the Director of Community Development to suggest to
the City of San Ramon that they officially assume
responsibility for the County Service Area R-7 Zone B
Advisory Committee and indicate to the Board of Supervisors
their willingness to do so, request the Director of
Community Development to suggest to the members of the R-7
Zone B Advisory Committee that they become the
responsibility of the City of San Ramon since all inhabited
areas within Zone B have now been annexed to the City of San
Ramon, and report their .reactions back to the. Board of
Supervisors so the Board can consider abolishing the
Advisory Committee, with the understanding that the City of
San Ramon will continue the Committee and staff it if they
wish to do so. .
10'. Abolish the Transportation Partnership Commission on the
basis that it is now -the independent Transportation
Authority' s governing body, and direct the Clerk of the
Board to remove it as an entry in the Clerk' s "Maddy Book" .
1.1 . Abolish the TSM Partnership Committee and the TSM Technical
Advisory Committee.
12. Requestthe Clerk of the Board to advertise for the two
Board appointments to . the Central. Contra Costa Transit
Authority Citizens Advisory Committee, both of whose terms
have expired, and forward all applications to our Committee.
In connection therewith, request the County Administrator to
ask the two incumbents whether they wish to be reappointed
and, if so, request that they complete new application forms
so our Committee has current information on their background
and interests in the transit area.
13 . Abolish the Transportation Advisory Committee which has now
completed its work with the passage of Measure C and the
establishment of the Transportation Authority.

14 . Request the Community Development Director to report to the
Board of Supervisors by March 1, 1989 on the amount of money
which is available from the East Bay Regional Park District
Bond Measure (Measure AM in Contra Costa County, how and
when this money will be distributed, what priorities have
been established for the expenditure of . the funds, and how
the decision is being made regarding how much money each
County Service Area will have available for projects under
their jurisdiction. Following receipt of this report, the
Board of Supervisors may wish to consider inviting
representatives from the County Service Areas to meet. with
the Board of Supervisors to discuss the process each CSA
will use in expending its funds.
15 . Request the Director of Community Development to consider
the appropriateness of I transferring the Paratransit
Coordinating Council from I the County to the Transportation
Authority on the basis that there will be paratransit money
available from Measure C and that it may be more appropriate
for the Council to be appointed by, report to, and be
staffed by the Authority and report his conclusions and
recommendations to the Board of Supervisors.
16 . Request the Director of Community Development to suggest to
the Transportation Authority that the Transportation
Partnership Technical Coordinating Committee should more
properly report to the Transportation Authority and ask that
they concur with the Board' s recommendation and advise the
Board of Supervisors of their decision in this regard.
17 . Request the Director of Community Development to suggest to
the Transportation Authority that the TRANSPAC, TRANSPLAN,
WCCTAC, and Southwest Regional Transportation Commission
should more properly be� staffed by the Transportation
Authority although County) staff should continue to attend
their meetings in aliaison capacity and request the
Authority to concur with] the Board' s recommendation and
advise the Board of Supervisors of their decision in this
regard.
18 . Request Supervisor FandenIto determine whether the Benicia
Bridge Ad Hoc Committee can now be abolished since the
passage of Measure C and �the Toll Bridge increase measure
have passed, insuring completion of improvements to the
existing bridge and construction of a new parallel span and,
if so, abolish the Committee.
19. Request the Director of Community Development and the Public
Works Director to insure that appropriate County staff
attend meetings of the I-80 Reconstruction Advisory
Committee on a regular basis and report to the Board of
Supervisors as events dictate.
BACKGROUND:
On December 13 , 1988 , the Board of Supervisors .referred to our
Committee the County Administrator' s report on all advisory
boards, committees, and commissions which have been created since
July 1, 1983 .
Our Committee is meeting with each department head, in turn," to
review each of these advisory boards, determine whether the group
is still serving a useful purpose, is required by State. or
federal law or regulations and whether any changes need to be
made in any of the groups. Our first meeting on this subject was
on January 23 , 1989 with the Director of Community, Development
and members of his staff.

It quickly became apparent that we are confronted with several
different^ types of groups, which tend to fall into three general
categories:
1. Groups created by the Board of Supervisors, appointed
by the Board. of Supervisors, and staffed by County
personnel.
2 . Groups created by another jurisdiction over which the
Board of Supervisors has no control, but to which the
Board of Supervisors has one or more appointments.
3 . Groups created by another jurisdiction over which the
Board of Supervisors has no control, .to which the Board
of Supervisors may or may not have any appointments,
but to which the Board of Supervisors should continue
to have a staff liaison to the extent of attending the
meetings.
Eventually, we. would like the Clerk of the Board to consider the
feasibility of separating the "Maddy Book" , which contains
details regarding each of these groups, into these three
categories. Currently, all such groups, particularly those to
which the Board of Supervisors has appointments, regardless of
whether or not the Board of Supervisors created the group, are
lumped together. This has made it difficult to determine exactly
which groups are under the Board' s control. In addition, since
the Clerk of the Board does not generally keep track of groups to
which the Board of Supervisors has no appointments, it is
difficult to get an overall picture of staff involvement in all
of these various organizations. While this is not a high
priority, it is something to which we would like some attention
given in the future.
The above recommendations have been formulated from our
discussions with the Director of Community Development and his
staff. Particularly in the area of transportation, . the
respective responsibilities of the Board of Supervisors. and the
Transportation Authority need to be sorted out so that the
Authority. has available to it those groups which deal primarily
with transportation issues which are under the jurisdiction ' of
the Authority.
We have abolished, or recommended the eventual transfer to other
jurisdictions of several. groups. In some cases, sunset dates
need to be set in the future when the timetable for completing
assigned tasks is determined. We will continue to meet with each
department who staffs any of the advisory boards, committees, or
commissions identified by the County Administrator, and will
report our recommendations to the Board of Supervisors on a flow
basis as we meet with each department over the next few months.
