Buck, County Probation Officer Costa DATE: January 11 /- 1989 County SUBJECT: Transportation Funding for Senior Tutors for Youth in Detention Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize an appropriation adjustment of $15 , 000 from the Challenge Grant Fund to the Probation Department, Budget 0308 , in order to implement the Board' s order of August 2 , 1988 that these funds be targeted for the. Senior Tutors for Youth in Detention Program. BACKGROUND During hearings on the FY 1988-89 budget it was decided that $15, 000 of the Challenge Grant Fund should be targeted for the provision of transportation services for senior volunteers so that they may continue to conduct their tutorial services at juvenile treatment facilities in Byron and Martinez. The Challenge Grant fund was selected as the source of these funds in that this project is primarily funded by foundation grants , business donations and other non-governmental sources. In the spirit of partnership and to leverage continuing private support of this program, a County contribution was felt to be appropriate. Subsequent to the adoption of the budget, specific criteria have been set for Challenge Grants. Among these criteria are that matching funds and in-kind match be from new sources. Upon further review of the adopted criteria, it appears that the Senior Tutors for Youth in Detention may not qualify, as its funding sources may not be new nor are its volunteer services. The program is six years old and has been active in Contra Costa for the past two years. During this time the Probation Department has provided transportation services, but these costs have not been budgeted or allocated to Probation. Adoption of the recommended action is understood and supported by the Human Services Advisory Commission, which is charged with the Challenge Grant selection process. Adoption will asure that the intent of the Board' s action August 2 , 1988 is implemented and that the program will continue. The program has received Continuing fiscal support from foundations and corporations as their primary source of revenue. In 1988 private funds in the amount of $23 , 060 were received. In addition, 4, 600. hours of voluntary services were given. The program' s Board of Directors ' goal for 1989 is to raise $33 ,732 in private funds.
