SUBJECT: IMPROVED OPERATION OF POLLS ON ELECTION DAY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the County Clerk to implement plan to improve operation of the polls on
election day and to adjust fees to recover both start-up and recurring costs.
FINANCIAL IMPACT:
These improvements have an estimated implementation cost of $31,000 and a recurring
cost of $21,000 for each subsequent election. These election costs are fully
recoverable from election revenues.
REASONS FOR RECOMliMATION/BACKGROUND:
On November 29, 1988, the Board recommended the implementation of improvements in the
operation of the polls on election day and referred the issue to the County
Administrator. The attached report from the County Clerk, prepared by Assistant
County Registrar, Robert Delevati, outlines a plan to implement the recommended
improvements and estimates the associated costs.
It is within the domain of the County Clerk to adjust election fees to recover
election costs. Given this authority, the County Clerk can set fees to recover the
addition of $21,000 in election costs: The one time start-up costs of $10,000 can
also be recovered in a two to three year period without imposing an unreasonable fee
increase.

SUBJECT: IMP VE ERATZON OF POLLING LOCATIONS
This office has studied -the recommendations of the Board of
Supervisors and has developed a plan to improve operations at the
polling locations.
The training of polling place Inspectors and Election Of-
ficers is required by law and have been scheduled before each major
election in 14 different locations. The attendance at these classes
has been fair.
We suggest a $5.00 amount to be paid for each Election
Precinct Inspector and Election Officer that attends one of these
classes . This cost will range from $4,000 to $16,000 per election.
All Election Officers now receive a copy of the current
Election Law, and our instruction book with their appointment notice
for each election.
This office cannot at the present time develop a system to
ensure that all polls are open on schedule. The ballots and Voter
Rosters are taken to the polling location by the Inspector. Contra
Costa County had 259 ballot types at this last General Election.
Contra Costa County can insure that all Election Laws and
procedures are followed by establishing Roving Inspector Supervisors .
These persons would be assigned a certain number of precincts that
they would be responsible for in maintaining a uniform election pro-
cess. This could be accomplished by hiring twenty people with auto-
mobiles . This office would pay a salary, mileage and rental of
electronic pagers for communication. This cost is estimated at about
$4, 000 .
This office now has eighteen telephone lines for election
problem communication. I suggest adding five additional lines. The
cost of the additional lines would be. a one time cost of $750 .00 and
for each election after that would be a charge of $250 .00 per elec-
tion. The additional staff would be around $800 .00 per election.
The equipment to accomplish this would run about $9,000 initially.
The first time cost of this project would be around $31,000
and the elections following would cost around $20,000 .
The above cost would be paid out of revenue received from
election billing but would have some impact on the General Fund in-
come.
