FROM: County Administrator �/ Costa Ott n1 s January 25 , 1989 �'��.., __ .,�r�, County DATE: ------- SUBJECT: coupSUBJECT: Applications for NACO Achievement Awards SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION• Approve and authorize the Chairman to execute on behalf of the County six applications to the National Association of Counties (NACO) for Achievement Awards for four. programs in the Health Services Department, one in the Office of Emergency Services, and one in the Municipal Court, as detailed below. BACKGROUND: Each year, the National Association of Counties solicits nominations from counties across the United States for their achievement awards. The Health Services Department, Office of Emergency Services, and Municipal Court have asked that the Board approve a total of six such applications for the following programs: 1 . The Merrithew Memorial Healthy Start Program - This program provides pregnant women with comprehensive perinatal services at the County' s ambulatory care clinics. The program links Public Health Programs with more traditional perinatal programs and is now also linked with drug and alcohol recovery services in an effort to avoid having the baby born addicted to drug or alcohol. 2 . The "For Kids Only" Program of the Contra Costa Health Plan This program provides a unique opportunity to obtain health coverage for children in cases where the parents are unable to afford full health insurance coverage for a family. The comprehensive nature of the coverage includes preventive services, including physical examinations. The Contra Costa Health Plan's Non-Smokers Discount - This program is the first in the nation among federally qualified Health Maintenance Organizations (HMO' s) to take into account the smoking patterns of members in setting premiums where a group of employees who have few, if any, smokers would receive a discount on their health insurance premiums. This is the first instance where the federal government has approved the use of smoking patterns in setting premiums. 4. The Senior Diners Program - This innovative program utilizes the Hospital Cafeteria on weekend evenings when there is little other business to serve a low-cost, well balanced, nutritional meal to senior citizens. The program combines a nutritionally balanced meal with the social interaction which is so needed by many senior citizens, and with monthly educational lectures on health topics which provide valuable information to the seniors. 5. The Paperless Parking Citation System - This program, which has been created by the Municipal Court in cooperation with the Walnut Creek Police Department, allows an officer to use a hand-held computer terminal - to enter all of the appropriate information. A hard-copy document is produced by the computer to affix to the vehicle. All other recordkeeping is handled by computer tape without the need for paper records or data entry in a manual .manner. This has reduced errors, administrative costs, and storage space. 6 . The Revitalized Office of Emergency Services - This program notes the increased emphasis which has been placed on emergency services through the upgrading of the Emergency Operating Center, enhanced communications and increased training of key County staff to insure a prompt and appropriate response to any emergency situation, . with particular emphasis on a major earthquake. . . We believe each of .these innovative programs is deserving of recognition from the National Association of Counties and, therefore, recommend that the Board approve the applications for achievement awards in each of these six areas.
