American Residential Properties, Inc.
SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize a General Plan review as requested by American
Residential Properties, Inc. for an approximately three acres and
adding in an additional eleven acres to the land to create a
logical plan amendment area. The site is located north of Pleasant
Hill Road between Camino Verde and Taylor Boulevard.
In authorizing a review, staff will proceed with a report which
will then be scheduled for public hearing before the County
Planning Commission. Following this, the Commission would forward
its recommendation to the Board for a final determination after
public hearing. An EIR is probable on this plan amendment request.
FISCAL IMPACT
A General Plan Amendment fee will be paid to cover the cost of
processing the amendment request.
BACKGROUND/REASONS FOR RECOMMENDATIONS
American Residential Properties, Inc. ( 1388 Sutter Street, #701,
San Francisco, CA 94109) has requested a General Plan Amendment
for an approximately three acre site in the Pleasant Hill area.
The requested change is from Single Family Residential Low Density
( 1-3 units/net acre) to Multiple Family Residential Low Density
( 7-12 units/net acre) . This area was previously authoriz d for

study to Multiple Family Residential High Density ( 21-29 units/net
acre) by different developer. That application was withdrawn at
the EIR stage due to public opposition.
That study area was expanded to cover an approximately fourteen
acre area to ensure that all similarly situated properties were
treated similarly. Staff suggests that expanded area be authorized
for study once. again. Of the 17 parcels in the expanded study
area, 11 have signed letters in support of the amendment to date.
Due to the controversial nature of the project we are requesting
reauthorization to study this area rather than proceeding on the
previous authorization.
