January 19, 1989 County SUBJECT: Approval of Novation Contract #24-301-18 with Center for Human Development (Youth Educator Program) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize Stuart McCullough, Assistant Health Services Director for Alcohol/Drug Abuse/Mental Health, to execute on behalf of the County , Novation Contract #24-301-18 with Center for Human Development , in the amount of $113 , 533 for the period from November 1 , 1988 through October 31 , 1989 to continue the School-Community Primary Prevention Program (Youth Educators ) and the High-Risk Youth Educator Program, subject to approval of Contract #24-301-18 by the County Administrator ' s Office and approval by the Board of Supervisors of State Contract #D-0025-8 (County #29-435-14 ) , which provides the funding for this program. II FINANCIAL IMPACT : This contract continues to be funded by State and Federal funds through a contract with the State . No County matching funds are required . Contract #29-435-14 with the State Department of Alcohol and Drug Programs ( State #D-0025-8 ) provides $94 , 874 to fund the program during FY 1988-89 . The remaining $21 ,659 is provided by unexpended rollover funds from County ' s FY 1987-88 contract with the State . The County is allocated $3 ,000 from the State contract for administrative costs . III . REASON FOR RECOMMENDATION/BACKGROUND : The County successfully competed in 1983 for funds available for three-year grants under SB 1409 , School-Community Primary Prevention Program. Since then the program has operated suc- cessfully in the County through this subcontract with the Center for Human Development and has expanded its service delivery with innovative community training workshops . It is a cost effective model of addressing essential prevention needs in Contra Costa County. In 1985 the legislature enacted SB 110 as a means to continue funding for innovative community based programs . The Youth Educator program was recognized as a model program and received three years of additional funding. This is the third year of a three-year funding cycle .
