SUBJECT: Sentenced Work Policy and Programs
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATION:
:
Accept Report entitled Sentenced Work Policy and Programs (dated 11/9/88), submitted
by the Correctional and Detention Services Advisory Commission and Adopt
Recommendations as follows:
1. Adopt position encouraging the maximum development of inmate work programs
consistent with rehabilitation goals and County work policies.
2. Direct the County Administrator to survey each County department to undertake a
review of operations and maintenance for suitable inmate work projects of economic
advantage. (The Sheriff's Department will provide supporting information and
specific estimates of inmate labor availability and cost. )
3. Request the Sheriff's Department to provide information on inmate labor
availability, and cost to other regional, State and Federal public agencies with a
view toward establishing additional specific cost effective work programs with
those agencies.
4. Explore the possibility of legislation to limit County liability in job injuries.
5. Approve inmate labor program to support flood control activities in the County as
outlined in the Commission's report.
6. Request the Sheriff's Department to develop a labor intensive jail industry
program for the new West County Justice Center with a goal of involving 100
inmates at start-up.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Contra Costa County Correctional and Detention Services Advisory Commission is
responsible for working toward the achievement of the County adult correctional and
detention goal which is to make the maximum use of o effective a rnatives to

Clemitt Swagerty, Chair, Correction and Dentention Services Advisory Commission, appeared
and urged the Board to approve the recommendations of the Commission. Dick Orphan, a
member of the Commission also appeared and urged approval . Paul Katz, Local 1, offered
Local 1's participation in the development of programs to assure integrity and meaningful-
ness to vocational training for inmates. The .Board thanked CADSAC for its work.

incarceration, consistent with public safety, and where such alternatives are not
appropriate, provide constitutional, secure, and humane detention of arrested persons
who cannot be released, including the goal of reducing recidivisim through the
provision of cost effective health and social services. (Resolution #82/470, 4/20/82)
As part of their responsibilities, Commission members established an Inmate Work
Programs subcommittee to research feasible programs which would further the goal of
"reducing recidivism." The members reviewed programs operating in other county
detention systems and programs operated by the Sheriff-Coroner in Contra Costa County.
The County's Work Alternative Project currently provides work opportunities for
offenders who are sentenced to 30 days or less and are eligible to work in lieu of
jail. The proposed policy statement developed by CADSAC is directed to providing
additional work programs for eligible in-custody inmates. The policy and program
recommendations contained thereon are based on The Commission's research and
commitment to provide cost-effective correctional programs that will benefit the
citizens of Contra Costa County.
