RECOMMENDED ACTION: REVIEW the December 29, 1988 HUD Information Bulletin, providing information on questions concerning the expiration of Section 8 Certificate Program Annual Contributions Contracts and ACCEPT the January 9, 1989 Section 8 Existing Program Contract Extension letter received by the Housing Authority of the County of Contra Costa. II. FINANCIAL IMPACT: None at this time. Additional HUD rental subsidy funds will be received by the Housing Authority after the Annual Contributions Contract amendment is received and fully executed. III. REASONS FOR RECOMMENDATION/BACKGROUND: At the Board of Commissioners/Advisory Housing Commission Joint Workshop on November 28, 1988, the Executive Director reported that 3,653 Section Certificates currently allocated to the Housing Authority will expire on March 31, 1990, and expressed the feeling that because of the national budget deficit, there could be a problem in securing federal funding for re-funding these Section 8 certificates. The Board of Commissioners directed the Executive Director to forward a letter to the U. S. Department of Housing and Urban Development regarding this matter. On December 13, 1988, the Executive Director directed a letter to Mr. Robert J. De Monte, Regional Administrator/Regional Housing Commissioner, HUD, San Francisco Regional Office, Region IX, expressing concern over the expiration of this contract and requesting information on whether the Section 8 Certificate Program contract would be re-funded, extended or converted to a Section 8 Voucher contract. The Housing Authority has now received a HUD Information Bulletin outlining HUD' s intent to continue Section 8 Rental Assistance at current levels by asking Congress to provide Housing Vouchers to replace .certificates whose 15-year term is expiring. HUD also plans to amend, dt least one year prior to expiration, any Annual Contributions Contracts expiring in 1990 by extending the term of the contract. De Monte indicating that the expiration date for our first 15-year funding term will be extended by Annual Contributions Contract amendment to November 11, 1990. This amendment should be received from HUD Area Counsel within the next few weeks. IV. CONSEQUENCES OF NEGATIVE ACTION: None.
