January 9, 1989 rry Iryh� SUBJECT; Delegate to PIC Executive Director Authority to Approve State W�•+111J Education Coordination Grant Requests SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND Alm JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Private Industry Council, on behalf of the Board of Supervisors, to review agency proposals for State of California Department of Education JTPA 8% State Education and Coordination Grants for possible funding during Program Year 89-90 (July 1, 1989 - June 30, 1990). II. FINANCIAL IMPACT: None. 100 percent federal funds. III. RECOMMENDATION/BACKGROUND: The Chancellor's office, California Community Colleges and the State of California Department of Education (SDE) are soliciting responses for JTPA 8% .State Education and Coordination Grants. Responses must be received by 3:00 p.m., Friday, February 10, 1989 at the Chancellor's Sacramento office. Address one of five State priorities: 1) Mentoring; 2) Job-Specific skills training integrated with literacy training; 3) Dropout prevention and re-enrollment services; 4) Programs for teen parents and pregnant teens; and 5) Compact Programs. The minimum amount per proposal is $50,000; the maximum amount per proposal is $80,000. The actual selection of programs to be funded is made by the Chancellor's Office in conjunction with SDE. To ensure local coordination and guard against duplication of services, the State has required grant applications to have a sign off of review by representatives of the SDA, CEO and PIC. Since the Contra Costa County PIC lacks County general funds to support. Employment & Training activities that could be used as the required match, we are precluded from directly applying. The authorization is consistent with past Board action. In order to provide local agencies the maximum opportunity to prepare the RFP, and to allow the best possible opportunity for the funding of programs to serve County residents eligible for DTPA, it is recommended that the PIC Executive Director be delegated to review for the Board 8% funding proposals due February 10, 1989. At the December meeting the Contra Costa PIC delegated to the Executive Director authority to exercise PIC 'approval.
