HomeMy WebLinkAboutMINUTES - 01171989 - 3.5 3 . 5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _January 17, 1989_,, by the following vote: AYES: NOES: (See Below) ABSENT: ABSTAIN: ------------------------------------------------------------------ SUBJECT: Allegation of Prejudice Toward the Gay and Lesbian Community The Board received a letter dated December 16 , 1988 from Michael Jones, Moderator, GLAD (Gay/Lesbian Awareness & Develop- ment) Alliance, P. O. Box 139, Concord 94522, requesting the Board to adopt a position to publicly condemn attacks on the Gay and Lesbian Community. Supervisor Torlakson commented on the seriousness of the issue and expressed a preference to referring this matter to County Counsel and the County Administrator for review with consideration given to the feasibility of drafting a resolution respecting the civil rights of all groups. Ken Stanley, 1013 Chadwick St. , Pittsburg, representing GLAD, spoke about violence and threats against the Homosexual and Lesbian Community. He alleged that the Traditional Values Coalition is distributing material providing the impetus for these attacks. The Chair read a statement submitted by William Runyon, 2151 Salvio Street, Concord, expressing support for GLAD to resolve this matter through the Courts. Ron Reagan, a Director of the Traditional Values Coalition of Contra Costa County, P. O. Box 6242, Concord, briefly commented on the work of his organization in bringing issues to the attention of the public through the public meeting process. He advised that his organization has not addressed the subject of homosexuality. He spoke of his role on the Human Relations Commission and of a resolution adopted by that Commission condemning violence and affirming its commitment to promoting tolerance and elimination of bigotry. He stated that he abhorred any form of violence directed against the Gay Community. . Pat Reagan, a Director of the Traditional Values Coalition of Contra Costa County, advised of her Organization' s support for the tenets as expressed in the statement of the Human Relations Com- mission. Supervisor Schroder advised that he did not believe this Board should be placed in a position to condemn any group or organiza- tion. He therefore moved that the request from GLAD be tabled. Supervisor Powers seconded the motion. Supervisor McPeak advised that she could not support the motion to table this matter. She referred to the resolution adopted by the- Human Relations Commission and expressed a desire for this Board to endorse its concept. She commented on the need for the above referenced organizations to have a dialogue to stop any animosity from building. The Chair called for the vote to table the request. The vote was as follows: AYES: Supervisors Powers, Fanden, Schroder NOES: Supervisors McPeak, Torlakson I ABSENT: None Supervisor McPeak moved to adopt the policy statement of the Human Relations Commission and to refer this matter to the County Administrator to convene a meeting with GLAD, the Traditional Values Coalition, County Counsel, Supervisor Torlakson, and herself to discuss the issues presented.
