SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Establish the classification of County Solid Waste Project Manager-
Project and add one vacant position in the Community Development
Department.
FISCAL IMPACT
To be paid by tipping fee receipts in FY 1989-90. County funds will
be required for FY 1988-89.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Solid Waste Project Manager position will be located in the
Community Development Department' s Conservation Programs Division.
This position is necessary for purposes of hiring and utilizing a
professional whose experience and expertise lies predominately
in the areas of facilitator, negotiator, and spokesperson.
Timelines established by the County and State in regard to the
submission and disposition of a final plan for solid waste disposal
in Contra Costa County require the coordination and consensus of
numerous government agencies, private corporations and the public.
Existing Community Development Department staff members in the
Conservation Program area are technical planning and engineering
professionals. To achieve County goals, the proposed position will
require a person who is experienced in explaining and negotiating
agency positions and gaining support for assigned goals. The
project person must have the political and interpersonal
communication skills and experience to complement the technical
expertise offered by the County and would utilize those skills in
bringing the waste disposal effort in Contra Costa County to a
successful conclusion.
