Approve an 8 . 4% adjustment to the compensation of the County Administrator, effective January 1 , 1989 . 2 . Approve the attached amendment to the Management Compensation Resolution to implement the new compensation rate. BACKGROUND: As the Board is aware, an evaluation of Mr. Batchelor' s performance as County Administrator was conducted during the latter part of my tenure as Chairman in 1988 . The Board agreed that Mr. Batchelor has been performing his responsibilities in an exemplary fashion and the Board is very pleased with his performance. In connection with that evaluation, I requested data on comparative salaries for Mr. Batchelor ' s colleagues in other urban counties of comparable size and complexity to Contra Costa. The results of this survey are attached as Attachment 1 . As can be seen from this data, Alameda, Ventura, and San Mateo counties have recently granted their County Administrators salary increases . Both Ventura and San Mateo are smaller counties than Contra Costa. Attachment 2 indicates the salary paid to City Managers of the larger cities in Contra Costa County. Attachment 3 compares the salary of our County Administrator with those of other public managers in the immediate area. It is interesting to note that the County Administrator' s salary is only at the midpoint of these public managers ' salaries. Therefore, based on my evaluation of Mr. Batchelor' s performance and the comparative data attached, it is my recommendation that the Board provide the County Administrator with an 8 . 4% salary increase, effective January 1, 1989 . This increase will still leave the salary below those of six of the counties on Attachment 1 , two of which are smaller than Contra Costa County in terms of population. This .recommended increase will place the County Administrator less than 12% above the City Manager of Concord and only slightly above the General Managers of the Central Sanitary District and the Metropolitan Transportation Commission. It appears that the recommended increase of 8. 4% is well justified, both on the basis of performance and to insure that the position of County Administrator remains competitive with the salaries of other public managers.
