Executive Performance Plan
SUBJECT: for County Department Heads
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve the attached form to evaluate County department
heads.
2 . Authorize the County Administrator to evaluate each
appointed department head during 1989 using the attached
form, and to invite the participation in the program by
elected department heads.
BACKGROUND:
The Board of Supervisors recognizes the need to provide an
objective, uniform method of evaluating the performance of
department heads and has continued to encourage the County
Administrator to develop such an evaluation form.
The attached form has been developed for this purpose. This form
was developed in draft and discussed with a representative group
of department heads. Based on the comments made by the
department heads, the form was refined in order to clarify some
of the criteria. The form is now presented to the Board for its
final review and approval.
The first part of the form is intended to provide a means to
evaluate each department head using criteria which are generally
accepted as being common to all department heads, regardless of
the size of the department or the particular functions which are
performed by the department. The form also provides for the
department head and the County Administrator to agree on
realistic, measurable goals which will be pursued by the

department head during the coming year and then for an evaluation
of the extent to which those goals were achieved.
The :form also provides space for the inclusion of narrative
comments by the County Administrator which can help to clarify
the nature of the goals which are to be pursued and the means
which were used to accomplish those goals.
If the attached form is approved by the Board of Supervisors, it
will be available immediately and each County department head.
will be evaluated annually using this form. At this time, the
form applies only to department heads, although a similar form is
being developed to be used by department heads in evaluating
their immediate subordinates. It .is our goal to eventually
evaluate all management employees in this same manner.
Once approved, we plan to modify the current executive
performance pay plan in order to integrate it with the use of
this evaluation plan. Once this is done, we will .report this
matter back to the Board of Supervisors.
Use of the attached form will allow the development of individual
plans for the management of each County department and an
objective method of evaluating the extent to which each of these
plans were successfully implemented and accomplished. We believe
that the implementation of this form is consistent with the
directions provided by the Board of Supervisors and will
materially assist the Board in the management of Contra Costa
County.
