I . RECOMMENDED ACTION: APPROVE allocation of $20,000 from Housing Authority Local Management funds to for use in the Homelessness Housing Crisis Fund operated by Shelter, Inc. , as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: In December, 1987 the Housing Authority contributed $50,000 to the Homelessness Housing Crisis Fund. However, in considering this year' s funding request commitments to other programs from the Local Management fund were addressed and a donation of $20,000 was determined to be an appropriate level of support. III. REASONS FOR RECOMMENDATION/BACKGROUND: Shelter, Inc. has requested a donation of $20,000 from the Housing Authority for the Homelessness Housing Crisis Fund. This fund provides emergency housing loans to low income homeless and pre-homeless Contra Costans for first and last months rent and eviction prevention. During the first year of its operation, the program assisted 788 homeless individuals. The funding source for the first year of direct services was a combination of public and private donations totaling $173,895. At its Regular Meeting on December 19, 1988, the Advisory Housing Commission voted to recommend a donation of $20,000 from Housing Authority Local Management funds for use in the Homelessness Housing Crisis Fund operated by Shelter, Inc. The Executive Director of the Housing Authority is a Board Member of Shelter, Inc. and because of a conflict of interest on this issue, is unable to make a recommendation. Mr. Richard Martinez, Director of Housing Operations, has made the staff recommendation and will be available to address this issue during the Board meeting. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board elect to not approve the allocation of $20,000 from Housing Authority Local Management funds for use in the Homelessness Housing Crisis Fund operated by Shelter, Inc. , it would be adopting a posture contrary to its position of providing decent, safe and sanitary housing for low-income families.
