RECOMMENDATION
Adopt the priorities for Hazardous Materials and Waste Programs as recommended by the
Hazardous Materials Commission and direct the Hazardous Materials Council to oversee program
implementation.
FINANCIAL IMPACT
Program costs and funding sources are listed with each program. The recommendations do not
require increases in General Fund allocations.
REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors requested the Hazardous Materials Commission to prioritize the 57
recommendations of the Hazardous Materials Strike Force. To do so,the Commission grouped the
recommendations into programs (Task Force Recommendations listed under each program). Staff
then developed an overview of each program including its name,description,authority,responsible
department,current status,staffing requirements,program costs,funding sources and priority index
(see attachment). Following extensive discussion, the Commission ranked each of the programs.
In doing so, the Commission weighed many factors, including:
♦ public health risk reduction
♦ environmental risk reduction
♦ response to the hazardous incidents
♦ public education needs
♦ legal requirements
♦ funding

2. Program description: A program to minimize the generation and
subsequent need for treatment, storage or disposal of hazardous waste.
The program includes elements in dissemination and outreach, technical
assistance, financial assistance for smaller firms, recognition of industry
achievements, economic incentives and regulatory measures.

location, type, quantity and health risks of all hazardous materials which

Regulatory Agencies and other interested persons.

2. Program description: A program to protect the public from uncontrolled
releases of acutely hazardous material and to insure identification of
