HomeMy WebLinkAboutMINUTES - 01171989 - 1.7 (3) 1-0'70 BOARD OF SUPERVISORS FROM Phil Batchelor Contra County Administrator Costa DATE: December 30 , 1988 C irty SUBJECT: proposal from Social Services Director to Better Manage Contracts with Private Nonprofit Community Agencies SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Refer to the 1989 Internal Operations Committee the proposal from the Social Services Director to bid out many of the department' s contracts with private, nonprofit agencies. BACKGROUND: The Social Services Director currently administers some $913 , 000 in contracts with private, nonprofit agencies as part of his overall contract operations,' which totals some $2. 5 million. These contracts, which are detailed in the attached memorandum from the Director, cover a variety of programs and include those agencies which receive money from the Ann Adler Children' s Trust Fund, the AB 1733 Funds, and the AB 2994 Funds. In addition, there are a variety of contracts which have previously been awarded with little or no opportunity to determine whether the agency to which the contract is awarded is best able to provide the .services being purchased by the department. Federal and State guidelines establish standards which must be met in order to recover any State or Federal funds for these contract programs. While not all of the programs are even eligible for State or Federal funding, the failure to follow the State and Federal guidelines precludes the County from even claiming these contract costs for Federal and State reimbursement purposes where there is such program eligibility. With the pressures on the department to reduce costs, maximize' Federal and State revenue, and administer all programs in the most cost-effective manner possible, it appears only prudent to at least look at the possibility of putting many of these contracts out to competitive bid. This will allow the department an opportunity to define clearly what services it is purchasing,. what criteria will be used to measure the successful provision of these services, and how the agency' s provision of these services will be evaluated. It is not necessarily the department' s intent to change contractors solely in order to save a few dollars. It is the department' s intent to insure that it has a clear idea of what is being purchased and whether the agency which proposes to provide the services is able to provide �®�those J /Jservices. Dept. ) PHIL BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY M382/7-83 Page 2 A meeting is being held between staff from this office, the department and the contractors in the Social Services Department, pursuant to previous orders of the Board of Supervisors, to identify any problems or concerns the contractors have with the manner in which their contracts are being administered by the Social Services Department. This issue will be one of the major ones which will be discussed with the contractors. Every effort will be made to explain what the department is proposing, why this particular course of action is being proposed, and what it may mean for contractors in the future. Since the overall issue of monitoring contracts with private, nonprofit agencies is currently before the 1989 Internal Operations Committee, it appears appropriate to refer this specific issue to that Committee as well for the purpose of discussing the policy implications with the contractors and returning a basic set of policy recommendations to the Board of Supervisors for their approval.
