SUBJECT: State and Federal Staff on Loan to the
Health Services Department
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Authorize the Health Services Director to approve on behalf of
the County, the reimbursement of actual , reasonable and
necessary expenses incurred by State and Federal Venereal
Disease (V.D. ) Investigation staff , loaned to Contra Costa
County, which arise from the discharge of duties assigned by,.
and on behalf of , the County' s Commun,iable Disease Control
Program. Said expense reimbursement shall be consistent with
policies and reimbursement rates set forth for County employees
in Administrative Bulletin #9 . 7 , "Expense Reimbursement"
(Revised 11 /86 ) .
II . FINANCIAL IMPACT :
The salaries of V.D . Investigation staff loaned to Contra Costa
County by the State and Federal governments are paid in total by
their respective agencies . The reimbursement of expenses
incurred by these staff persons in the performance of duties
assigned by, and on behalf of the County, are the responsibility
of the County. Monthly expense reimbursement for each State or
Federal employee will be approximately $ 100. 00 per month. The
Department averages between two and three loaned Federal and/or
State staff persons per month , the total number of loaned staff
not exceeding five in a single month . The total cost of expense
reimbursement to the County for all such loaned staff shall not
exceed $500 .00 per calendar month , the average being $200 .00 to
$300 . 00 per calendar month .
Given the current level of disease , were these Federal and State
staff not available to our Communicable Disease Control section,
that unit would require additional permanent County staffing of
2 full-time Public Health Epidemiologist positions , at an addi-
tional annual cost to the County of $66 , 946 .

III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
The Communicable Disease Control section of the County ' s Health
Services Department , Public Health Division, relies on loaned
V.D. Investigation staff from the State and Federal governments
to augment County staff , under complete supervision of the
County, during peak caseload periods . Salaries of these staff
are paid in total by their respective agencies . The County is
responsible for the reimbursement of costs incurred by these
staff persons in the performance of duties assigned by, and for
the benefit of , Contra Costa County .
