SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
Authorize the Sheriff-Coroner or designee to execute a
contract with Internal Investigations to continue their
provision of polygraph and background services to the
Sheriff' s Department of Contra Costa County.
II . FINANCIAL IMPACT
The Sheriff' s Department is budgeted in the amount of $100, 000
for the pre-employment medical, psychological, polygraph and
background examinations which are required for most positions
in the Department. For six years, Internal Investigations and
other vendors have provided polygraph/background services to
the Sheriff ' s Department on a unit-cost basis-.
By consolidating polygraph and background services through one
vendor, a reduced unit-cost can be achieved; billings for
polygraph/background services are $48, 000 for calendar year
1988 and are expected to rise dramatically as hiring for the
new Detention Facility increases. This contract will
consolidate these services and provide a maximum expenditure
of $40,000 per year. A savings of at least $10,000/year is
expected through this contract.
III . BACKGROUND/REASON FOR RECOMMENDATION
All candidates for positions in the Sheriff ' s Department are
required to have a background examination in accordance with
P.O.S.T. standards. In addition, the Sheriff requires all
potential sworn employees (and non-sworn employees who will be
working with inmates or in the Lab) to take a polygraph
examination. The polygraph is the only means of determining
potentially disqualifying information regarding the
candidates; typically 30-350 of law enforcement candidates are
disqualified for drug usage, theft activity and other criminal
behavior.

The recruiting dilemma has resulted in many candidates having
to be processed and tested. With continuous testing and band
certification, approximately 2500 Deputy Sheriff candidates
apply annually and approximately 500 of these require
intensive interviews, polygraphs, medicals and background
examinations. Approximately 50-60 of the candidates will
eventually be hired. Currently, three different vendors
perform pre-employment polygraphs at a cost of $100-150 per
polygraph, and four different vendors provide background
investigation services at a fee of approximately
$400/background. Current calendar year 1988 expenditures for
polygraph and background services are $48,000, and are
expected to increase as hiring for the new jail increases.
Our primary vendor ( Internal Investigations) is approaching
the expenditure limit for a short form contract ( $25,000/yr) .
Internal Investigations has agreed to provide additional hours
of polygraph services and background investigations per year
in exchange for an annual contract for services at a lower per
unit cost. In essence, Internal Investigations is willing to
sacrifice a higher per unit cost for a larger volume of work.
The Sheriff ' s Department will benefit through a decreased
overall cost of polygraphs and backgrounds and increased
efficiency by having candidates tested in a more timely
manner. The Sheriff is familiar with the work of Internal
Investigations, as they have worked for; the department for
over six years and have conducted over 1000 polygraph
examinations/inquiries during that time.
