SUBJECT: Retroactive; Payment to Integrated Environmental Services

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Ratify purchase of services from Integrated Environmental
Services in excess of the payment limit of Contract #26-167 ,
effective November 1 , 1987 through October 31 , 1988 , and
authorize the County Auditor-Controller to pay the outstanding
balance , not to exceed $6 , 679 for said services .
II . FINANCIAL IMPACT :
The amount of $6 ,679 has been included in the 1988-89 Fiscal
Year expenditure projection for the Hospital Enterprise Fund.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On November 3 , 1987 , the Board approved Contract #26-167 with
Integrated Environmental Services for bio-hazardous waste
removal services for County ' s Health Services Department . The
Contract Payment Limit was $54 ,000.
During the term of the Contract , following a State inspection,
Hospital and Clinic managers determined that all waste in
patient care areas should be considered infectious waste. This
substantially increased the amount of waste to be removed by the
Contractor . At this point , it was difficult to estimate the
cost of this additional service and whether the cost might
exceed the payment limit of the contract . The necessary removal
of bio-hazardous waste was requested by County staff and pro-
vided by the Contractor in good faith , but the funds encumbered
under the Contract did not cover the costs incurred . Use of the
bio-hazardous waste removal services exceeded the final contract
payment limit by $6 ,679 . I
The Health Services Department is requesting that the amount due
Integrated Environmental Services be paid . This can be
accomplished by the Board of Supervisors ratifying the actions
of County employees in obtaining bio-hazardous waste removal
services of a value in excess of the contract payment limit .
This will create a valid obligation on the part of the County,
retroactively authorizing all payments made by the
Auditor-Controller up to now, and authorizing paym t of the
balance .
