REGIONAL DRUG ABUSE PROGRAM SUPERVISOR
DEFINITION:
Under direction, to plan, organize and direct the work of staff pro-
viding outpatient drug abuse counseling services; to develop and to implement
program objectives, regulations and operating procedures; to supervise the acti-
vities of subordinate staff; and to perform other related work as required.
DISTINGUISHING-CHARACTERISTICS:
This class is located in the Alcohol/Drug Abuse/Mental Health Division
of the Health Services Department and is distinguished by its responsibility for
the day-to-day administration, coordination and supervision of outpatient coun- .
seling services in Contra Costa County.
Supervision of this class is provided by the Drug Program Chief who has
overall responsibility for the County's Drug Abuse Programs, including programs
that are County-operated and those that are contracted services.
TYPICAL- -TASKS:
Administers and coordinates outpatient drug abuse counseling services
through the development and implementation of program policies, objectives,
regulations and operating procedures; coordinates service program activities
with other County Departments and with other public and private agencies
involved in the rehabilitation of drug abuse clients; assists in coordinating
the West Contra Costa County Substance Abuse Consortium; coordinates AIDS pre-
vention, intervention and treatment services; coordinates drug abuse prevention
services and activities; provides support, direction, and technical assistance
to local Neighborhood Councils regarding drug abuse prevention, intervention
and educational services; reviews and monitors fiscal revenue payment records,
ensuring that private and Medi-Cal fees are collected and by resolving late
payment problems; prepares and submits reports to the Drug Program Chief on
program and fiscal operations; participates in the selection, orientation, and
training of subordinate staff; supervises and evaluates the work of subordinate
staff; conducts program evaluation activities to assure compliance with all
State administrative and programmatic standards; makes written and oral reports
and presentations regarding program operations, ; attends staff meetings, semi-
nars and conferences to upgrade personal knowledge of drug abuse treatment
techniques.

MINIMUM-QUALIFICATIONS:
License -Required : Valid California. Motor Vehicle Operator's License.
Education: Possession of a baccalaurate degree from an accredited
college or university with a major in social/behavorial science, counseling,
business/public administration or closely related field.
Experience: Four (4) years of full-time experience or its equivalent
in a drug program providing drug abuse counseling, managerial or administrative
support at least two (2) years of which were in a supervisory capacity.
Substitution : Either (1 ) additional qualifying experience of the type
noted above may be substituted for the required education on a year-to-year
basis up to a maximum of four (4) years; OR (2) possession of a master's degree
with a major in social/behavorial science, counseling or business/public admi-
nistration or closely related field may be substituted for one (1 ) year of the
required non-supervisory experience.
KNOWLEDGE,-SKILLS-AND-ABILITIES:
Knowledge of administrative principles applicable to the organization
and functions of drug treatment programs ; knowledge of the principles, proce-
dures and techniques used in the field of drug treatment; knowledge of work
organization and planning including fundamental budget preparation and fiscal
accountability; knowledge of State Drug Treatment Regulations; knowledge of
Federal , State and local regulations regarding patient confidentiality;
knowledge of principles and practices of employee supervision; knowledge of the
functions and services of public and private agencies having contact with drug
abusers; ability to formulate goals and implement procedures to meet program
objectives; ability to organize and/or conduct staff training activities; abi-
lity to supervise subordinate staff; ability to work effectively, with other
County Departments and public and private agencies involved in the rehabilita-
tion of drug addicts ; ability to arrange and conduct public meetings; ability to
prepare clear and concise correspondence and reports; ability to conduct
internal fiscal and programmatic audits.

OUTPATIENT SUBSTANCE ABUSE PROGRAM (OSAP)
GOAL STATEMENT:
The goal of CCC Drug Abuse Administration is to develop a multicultural drug
counsleing center which will be designed to meet the needs of residents of the
area who present a primary problem of drug misuse, abuse or addiction .
TARGET AREA (S):
The geographical area of service will be the city of Richmond . OSAP will
accept clients who rside in the cities of E1 Cerrito, Hercules, Pinole,
San Pablo, Rodeo, Crockett, El Sobrante, and unincorporated areas of the
County.
TARGET POPULATION (S) :
1) Adults (male and female 18+ yrs of age)
2) Adolescents (male and female 12 to 17 yrs of age) who are at increased risk
of drug misuse or abuse which is being evidenced through antisocial
behavior (e.g. early experimentation with substances of abuse, truancy,
sexual promiscuity, frequent interfaces with Criminal Justice Systems) .
3) Minorities
4) Pre and postnatal women
5) Multiple addicted clients
6) HIV+ and ARC effected clients
7) Families and/or significant others of Vs 1 through 6
SERVICES:
The program will be designed as one offering short-term intensive counsleing
with heavy emphasis to mandatory emphasis on family involvement and Group
Therapy. Services can include but will not be limited to the following:
Individual and Group Counseling
Family Intervention and Counseling Services
Cocaine and other Stimulant Detoxification Services
Prenatal and Postnatal Program for women who use drugs
AIDS/ARC Support Groups
Narcotics Anonymous Groups
CocaineAnonymous Groups
Co-Dependancy Services (group and/or individual )
