SUBJECT* LEGISLATIVE CHANGES IN THE LAW FOR
"HOME PROFESSIONAL CARE"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That a letter to be sent by the Board of Supervisors to our
State Legislators, urging legislative changes in the law for
"Home Professional Care" .
That such changes shall include, but not be limited too, the
training and licensing of "live in" persons.
That the possibility of government loans be explored to
cover the costs of training and that such training could be
provided in counties under the auspices of the Social
Services or Health Services Departments.
That upon receipt of a license for "Home Professional Care"
the applicant would receive a minimum wage of $5 . 25 under
medicare.
BACKGROUND:
On December 1, 1988, a public meeting was held at Brookside
Hospital. The subject: Who is Helping Our Older Persons at
Home?
One of the root problems stems from a lack of adequate
funding and training. With a minimum wage of only $4 .25 an
hour there are few people willing to take on the job of
caring for the elderly.
The Department of Aging is in the process of develop-bng a
four-year plan. 1) Coordination; 2) Program Development; 3 )
Advocacy; 4) gap-filling services. Once completed, they
will forward it to the Board of Supervisors.
