Continue the Advisory Committee on the Employment and Economic Status of Women without a further sunset date. 2 . Appoint to the Advisory Committee to the non-Traditional Professional seat: Sara J. Restructure the Advisory Committee so that the terms of office for the members of the Advisory Committee expire on a staggered basis with seven seats having a term expiring February 28, 1990 , seven seats expiring February 28, 1991, and eight seats expiring February 29, 1992, and request the Chair of the Advisory Committee to arrange for a random process for selecting such terms and advise the Clerk of the Board of Supervisors which members terms expire in which year. 4 . Reappoint all current members to seats on the Advisory Committee with terms expiring according to the selection made by the Advisory Committee. BACKGROUND: The existence of the Advisory Committee on the Employment and Economic Status of Women expires on February 28, 1989, based on action taken by the Board of Supervisors on March 11, 1986. The report which is attached to this . report was filed with our Committee and reviewed by us on February 27, 1989 . It is apparent that the Advisory Committee has done an outstanding job during the past eight years. They last had a sunset date set by the Board of Supervisors on March 11, 1986 , at which time the Advisory Committee was set to sunset on February 28 , 1989. We believe that the Advisory Committee has proven their . worthwhileness and should be continued without a further sunset date. We .are also suggesting that the non-traditional professional seat be filled as noted above. Finally, we are suggesting that the Advisory Committee be assigned three-year terms of office, with members initially using a random method of selecting terms of one year, two years, and three years so that there will always be some continuity in membership in the future. Also attached is Ms. Tuttle' s application for appointment to the non-traditional professional category. Ms. Tuttle ' s appointment is recommended by the members of the Advisory Committee and we are pleased . to join with the Advisory Committee in recommending her appointment. Because the Advisory Committee sunsets on February 28, 1989, and because our Committee was not aware of this sunset date previously, we believe this action constitutes an emergency action which, with the concurrence of four members of the Board, can be taken without having been listed on the agenda, on the basis that the fact that the Committee sunsets February 28, 1989 was not known to our Committee until after the agenda for February 28 was posted. i ADVISORY COMMITTEE ON THE EMPLOYMENT AND ECONOMIC STATUS OF WOMEN • 2425 Bisso lane, Suite 100 Concord, CA 94520 (415) 646-5391 TO Internal Operations Committee DATE February 27, 1989 (Supervisors Powers & McPeak) FROM Lee Finney, Chair P Advisory Committee on the Employment & Economic Status of Women (ACEESW) SUBJECT REQUEST FOR EXTENSION & PERMANENT STATUS OF ACEESW The Task Force on the Employment and Economic Status of Women was created by Board Order in November 1980 for one year with a termination date of December 31, 1981. On receipt of the Task Force report, entitled "Women in Contra Costa County: Economic, Employment and Training Status" on August 11, 1981, the Board extended the Task Force to February 28, 1982. On February 2, 1982, the Task Force was again extended to February 28, 1983. In December 1982, the then Task Force Chair appeared before the Board and requested an extension for an additional three years. At that time the Task Force was designated an advisory committee and its term extended through February 28, 1986. To accommodate additional representation and to restructure committee categories, the ACEESW requested the Board to establish a newly constituted ACEESW, existing of 21 members each representing specific categories with terms extending through February 28, 1986. This request was approved by Board action on August 28, 1984. On March 11, 1986, the Board again extended the ACEESW through February 28, 1989. (See attached Board Orders. ) At this time the ACEESW is requesting an indefinite extension and permanent status because of an ongoing need to have an advisory body to research, assess, monitor, investigate, advocate and recommend action with respect to issues affecting the economic status of women in Contra Costa County. Current demographic trends indicate that these issues are as important today as when the ACEESW was created in 1980. The Contra Costa County Board of Supervisors continues to be a leader in seeking innovative solutions to the complex problems faced by women in the workforce. We hope that the ACEESW has been a resource for the Board in these efforts. We are not seeking a modification of the ACEESW's structure and funding relationship to the Private Industry Council (PIC) as we believe the current structure is a unique and effective public-private partnership arrangement focusing on women's issues. In many other counties in this state and others, the function and activities of the ACEESW are usually carried out by a permanent commission on the status of women. In this county, the City of Concord has the only Commission on the Status of Women. Our co-funding by the PIC enables us to provide our activities at a relatively reduced cost to the County. We are the only official advisory body at the County level with a mandate to focus on women's issues. Co-sponsored by the Contra Costa County Board of Supervisors and the Private Industry Council of Contra Costa County SPECIFIC REVIEW QUESTIONS: (December 23, 1988 Memo from Assistant County Administrator, Claude Van Marter) . 1. The 1ACEESW is not required by either state or federal law; however, its functions are institutionalized into permanent commissions on the status of women in most other jurisdictions. 2.. The ACEESW last submitted a written report to the Board on April 25, 1988, which was a Summary of Findings and Recommendations derived from the public hearing the ACEESW sponsored in March, 1988 on Women, Family and the Workplace. A detailed report was submitted to the Board in May, 1987 which outlined the ACEESW's accomplishments of the previous year. In March the ACEESW published its report on the Nontraditional Jobs Project which was a research project of the committee. In March 1986, the ACEESW submitted, as part of our request for extension, a report of activities and workplan. A summary of recent activities and currently planned projects is attached to this memo. 3. Permanent status for this committee is requested. The ACEESW is notably different from most advisory bodies of the Board in that the ACEESW has a sunset date as most do not. The ACEESW has had five sunset dates since its creation in 1980. 4. This committee is highly functional and actively engaged in pursuing its mandate. While the ACEESW's specific tasks have metamorphosized in the course of its history, the committees role to research and monitor issues relative to the economic status of women, advise the Board, enhance community awareness, and advocate for specific programs/legislation is of continuing relevance and importance to Contra Costa County women. 5. The Analysis of Advisory Boards prepared by the County Administrator's Office states that the last report submitted by the ACEESW was March 19, 1986. In fact, there have been three written reports since then as are described in #2 above. Nor is the Analysis correct in stating that the ACEESW was created within the last five years; the attached Board Orders show that the ACEESW was originally created as a task force in 1980, made into an advisory committee in December, 1982, and has existed as such since that date. cc: Board of Supervisors SUMMARY OF ACTIVITIES ADVISORY COMMITTEE ON THE EMPLOYMENT & ECONOMIC STATUS OF WOMEN 1987-1988 Completed Nontraditional Jobs Project, published and distributed forty- page report on findings. This project was subsequently acknowledged in the Congressional Record by Congressman George Miller as a unique contribution. March 1987. ACEESW representative served on the GAIN Advisory Committee in 1986, 1987, 1988, 1989. The ACEESW made detailed recommendations regarding several components of the GAIN Plan which were ultimately incorporated in the County GAIN Plan. These recommendations were based on our experiences with the Nontraditional Jobs Project and with Project Self-Sufficiency. Organized a Pay Equity Network in 1987 to support local women's organizations in pursuit of a comprehensive county pay equity plan. A similar plan was adopted by the Board and employee organizations in November, 1987. Organized and implemented a Public Hearing on Women, Family and the Workplace in March, 1988, with keynote speech by Congressman George Miller. Distributed a Report of Findings and Recommendations.following the hearing. Participated in the first International Women's Day Program sponsored by the Board of Supervisors in March, 1988. Co-sponsored (with the Alameda County based Women's Economic Agenda Project) a Forum on GAIN and Comparable Worth in Richmond in May, 1988. Participated in the Regional Occupational Program's Nontraditional Jobs for Women Task Force. January., 1988. Advised the Board in writing on child care funding, school-based health clinics, the County Affirmative Action Plan, the MBE/WBE contract compliance program, a Self-Esteem Task Force, pay equity, County promotional opportunities for women, and detailed recommendations contained in the Report on Women, Family and the Workplace. Supported legislation that addressed women's economic issues through participating in the Women, Work and Family Coalition and participating with the California Commission on the Status of Women's lobbying efforts. In addition, the ACEESW actively supported the following legislation in 1988: SB 1296 and SB 1341 - marital and child support; SB 2579 - perinatal. services; SB 1776 - Commission on Pay Equity; SB 604 - child care COLA; SB 2748 - legal services for women; AB 1967 and AB 3145 - child care; AB 2012 - state contracts disclosure; SB 2422 - vocational education; AB 2738 - parental leave; HR 3660 - child care; HR 925 .- parental and medical leave. i PLANNED PROJECTS FOR 1989 Organize and sponsor a Contra Costa County Women's Agenda Conference/Luncheon on March 11, 1989. Approximately fifty women's organizations have been invited to send representatives and to share with theIACEESW their organization's goals in order to compile a Contra Costa County Women's Agenda that can be the basis for a continuing coordination among these organizations. Participate in California Commission on the Status of Women Women's History Month by sending ACEESW honoree, Milo Smith, to annual conference in Long Beach in March, 1989. Co-sponsor a child care conference with the Contra Costa County Child Care Council on March 18, 1989. Co-sponsor a conference on women and minority businesses with the Contra Costa and Solano Counties' Private Industry Councils, the PIC Business Resource Center and the Solano Business Assistance Center on May 13, 1989. Continue to review pending legislation, service delivery needs, economic and workforce trends that affect women, and current programs in order to make informed recommendations to the Board of Supervisors. Extend the life of the Advisory Committee on Employment and Economic Status of Women through February 28, 1989. 2. Continue the joint sponsorship of the Advisory Committee by the Private Industry Council and the Board of Supervisors. 3. Indicate the Board's intent to continue funding the Advisory Committee on a 50/50 partnership basis, with the Private Industry Council and the Board of Supervisors each providing 50% of the cost of the Advisory Committee. The County General Fund share of the Advisory Committee's expenses for the 1986-1987 fiscal year are projected to be approximately $8,680. 4. Indicate the intent of the Board to continue this 50/50 funding partnership through February 28, 1989 with the understanding that the funding for each fiscal year will be provided for in that fiscal year's County Budget. 5. Direct the County Administrator, in cooperation with the Executive Director of the County Housing Authority, to prepare an informational packet for Advisory Board members and citizen groups similar to that prepared by the County of Los Angeles which was shared with our Committee by the Chairwoman of the Advisory Committee. 6. Once the above informational packet has been prepared, refer it to the Advisory Housing Commission with the request that the Commission assist the Board of Supervisors by recommending methods which could be used to provide appropriate distribution of the informational packet. 7. Request the Executive Director of the County Housing Authority and the Social Services Director to make recommendations to the Board of Supervisors on ways in which Operation Self-Sufficiency can be incorporated into the GAIN Program once it becomes operational. BACKGROUND• The Advisory Committee on the Employment and Economic Status of Women presented our Committee with the attached report at bur meeting on February 10, 1986. The Advisory Committee summarized the activities and accomplishments of the past three years, and requested that their existence be continued for an additional three-year period. Milo Smith, Chairwoman of the Advisory Committee, met with our Committee and also suggested the preparation of an informational packet which could be distributed to Advisory Boards and other citizen groups to provide information on various County services. We believe such a brochure is badly needed, particularly among low-income groups who frequently do not have access to other resources. We would like the Housing Authority and the Advisory Housing Commission included in this referral since they have immediate access to a number of low-income citizens living in County housing projects and could assist the Board in devising the most appropriate way of making such a brochure available to various citizen groups and organizations.
