SUBJECT: STATUS OF BIALDWIN SHIP CHANNEL PROJECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
1. Accept Status Report on John F. Baldwin Ship Channel Project.
2. Request Community Development Department to submit as one report the
Metropolitan Transportation Commission' s Seaport Plan for Dredging and
a report from Paul Hughey, Executive Director of COLAB, when both
documents become available.
3 . Remove this item as a referral to the Finance Committee.
FINANCIAL IMPACT:
There is no financial impact from accepting the above recommendations. The
project referred to is expected to be costly, but all funds are expected to
come from the private sector.
BACKGROUND:
On May 23 , 1988, the Board asked the Community Development Department and
County Counsel to study various suitable governmental mechanisms to provide
financing for future segments of the Baldwin Ship Channel Project. The
local share of these governmental funding mechanisms were to be borne by
the private sector beneficiaries. At the request of the Board, staff
reported back on these matters to the Finance Committee on February 13 ,
1989 , during the Committee' s first 1989 meeting.
Community Development advises that the status of the project has not
changed since last spring. The May 23 , 1988 Board Order can be considered
as reflecting the current status. Paul Hughey of COLAB is preparing some
information regarding the various options available to the County. Mr.
Hughey advises that most likely the entity used to funnel funding for the

project would have to be set up via special legislation. The task of
drawing up the general framework for the legislation could be simplified if
an existing port or harbor district could be found that comes close to
meeting the needs and criteria for Contra Costa County. A formal report
from Mr. Hughey and a Subcommittee he has formed is expected in 30-60 days .
Community Development will report back to the Board with 1) Paul Hughey' s
report on appropriate funding options available to the county and 2) _the
Seaport Plan for Dredging from the Metropolitan Transportation Commission.
