RECOMMENDED ACTION:
ACCEPT Annual Noise Report from the Public Works Director relating
to noise monitoring activity at Buchanan Field Airport.

REASONS FOR RECOMMENDATION/BACKGROUND:
The following documents are attached to this Report and are
explained to you on page 2 of this Report:

1 . BUCHANAN FIELD AIRPORT SIX MONTH COMPARATIVE COMPLAINT RECORD
FOR CALENDAR YEARS 1984 THROUGH 1988
This Report summarizes the complaints for the calendar
years 1984 through 1988. Complaints for 1988 averaged
67 complaints per month. The complaints associated only
with Buchanan Field averaged 62 complaints per month.
2 . USAIR OPERATIONS OVER PLEASANT HILL AND CONCORD FOR CALENDAR
YEAR 1988
This report breaks down the operations over Pleasant Hill
and Concord into numerical and percentage values .
Significant numbers for your consideration would be year-
to-date landings and takeoffs percentage shown in the
December section. This indicates that 4 . 61% of all USAir
operations occurred over Pleasant Hill and 8 .49% of all
operations occurred over Concord. The remaining 86 . 9%
of the operations were over non-populated areas.
3 . COMPARISON OF USAIR COMPLAINTS TO TOTAL CALENDAR YEAR 1988
COMPLAINTS
This report specifically compares USAir related
complaints to 1988 total complaints and provides a
percentage of that total for your information. The 1987
total complaints is shown strictly for comparison
purposes . You will notice that the USAir complaints
remain at a relatively constant number and at
approximately 20% of the total complaints .
4 . CALLER COMPLAINT ANALYSIS FOR CALENDAR YEAR 1988
This report shows that there were 801 calls received from
276 different callers . The ten families that called the
most often generated 41 . 2% of our total complaints . The
top 20 families generated 54 . 18% of our total complaints .
We had 191 callers that called one time only.
The Airport Noise Ordinance went into effect January 1, 1989 . We
have issued no citations since the Ordinance became effective. We
are not aware of any aircraft operating out of the Airport in
opposition to this Ordinance. We have had a few calls from
operators of the non-complying type aircraft and advised them that
they must operate out of other airports .
The Community Relations and Noise Control Officer is in the
selection process . It is anticipated that interviews will be
conducted on March 10. The position should be filled sometime in
April.
