Appoint a member of the Board to the State Route 4 Bypass Authority. II. FINANCIAL IMPACT The total estimated cost is $500,000. County share, estimated at $195, 000, is to be funded using fees specifically collected for the Delta Expressway project from the Oakley/North Brentwood Area of Benefit, the Countywide Area of Benefit (East County subarea) , and the Discovery Bay Area of Benefit. REASONS FOR RECOMMENDATION/BACKGROUND In May 1987, Phase I of the East County Corridor Study was authorized when the County entered into an agreement with Alameda County, the Contra Costa Water District and the Cities of Antioch, Brentwood , and Livermore to jointly plan a transportation corridor from Highway 4 in Antioch to I-580 in the Livermore area. Phase I of the study identified and evaluated alternative alignments for the regional transportation corridor and resulted in the recommendation of a "preferred corridor" by the Steering Committee. The results of the study were published in February 1988, in a report titled "East County Corridor Study". On April 19, 1988, the Public Works Department gave a status report to the Board of Supervisors. Public Works indicated that the next planning phase for the East County Corridor would involve a more detailed environmental analysis of the alternative alignments and the certification of an environmental document for the preferred alignment. After completion of that phase, the local agencies would be in a position to adopt precise alignments and begin protecting right of way. Alameda County and the City of Livermore have indicated that they choose to use their resources on more pressing priorities. However, due to existing operational problems and increased traffic volumes and congestion along Highway 4 in East Contra Costa County, the Steering Committee members from Antioch, Brentwood, and the County have identified the need to proceed with the EIR for the portion of the proposed transportation corridor from Antioch and Brentwood, including connections to Highway 4 at each end, commonly known as Delta Expressway. Additionally, pending land proposals in East Contra Costa County may diminish options to establish the proposed transportation routes acknowledged in local general plans. On September 27, 1988, the Board declared its intention to enter into a Joint Exercise of Powers Agreement (JEPA) with the Cities of Antioch and Brentwood. The proposed JEPA will empower the County, Antioch, and Brentwood to jointly form a separate Authority for the purposes of preparing :and certifying an environmental document, identifying, preparing and recommending a precise alignment on the preferred alignment, and advocating on behalf of the project. Once a precise alignment is adopted by the County, the County will be able to protect or ,acquire the right of way under the provisions of the Subdivision Map Act. Each of the three jurisdictions will have one voting member on the Board of Directors for the State Route 4 Bypass Authority. Thus, it is necessary for the Board of Supervisors to appoint one of its members to represent the County's interests. The agreement provides that the project responsibilities be carried out as follows: 1. Overall project administration and management: County Public Works Director 2 . Depositary of the Authority: County Treasurer 3 . Controller of the Authority: County Auditor-Controller 1 Board of Supervisors February 28, 1989 Page Three Certification of an environmental document is expected in early 1990. Recommendations on a precise alignment by the Authority to each jurisdiction are expected in early 1991. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this agreement will delay a concerted planning effort and may result in fewer options for a transportation corridor. i
