RECOMMENDATIONS 1 . Acknowledge receipt of this report. 2. Direct Community Development Department staff to prepare grant applications for the EBRPD Bond Measure AA funds for projects as recommended by local service area advisory committees. FISCAL IMPACT The preparation of up to eight grant applications will involve considerable staff time and will be charged back to the service areas where applicable. BACKGROUND/REASONS FOR RECOMMENDATIONS The Board of Supervisors has requested a report on the East Bay Regional Park District Grant Application Process for disbursement of local funds under Bond Measure AA. Grant allocation amounts were based on the participating entity (city, special districts & County Service Areas) estimated populationjon January 1, 1988 as it relates to the District' s estimated population. Community Development staff assisted the EBRPD in the population estimation process. The local agency grant allocations from the Park District are shown on Attachment A. $21, 573 ,536 are reserved for use in Contra Costa County, with grants being made to cities, autonomous recreation and park districts and County service areas. An initial $12,702. 883 of Series A grants can be applied for by May 1, 1989 or for subsequent grant cycle years. Eight County Service Areas are eli ible to apply for Series A grant process. Money for the Series B list won't be available until 1992 to allow for adequate lead time to plan its wise expenditure. The time schedule for grant application for County Service Areas is that applications need to be submitted by May 1, 1989 or they won' t be funded until the following year. A flow chart prepared by the EBRPD showing the grant application process is included as Attachment B. County Service Areas advisory committees are presently discussing use of these funds and if they wish to pursue funding this year or in 1992. Should they desire to pursue applications, Community Development staff will prepare grant applications for action by the Board prior to the May 1, 1989 deadline.
