Further, that the Board authorize the Chair to send letters, and a copy of the Board Resolution, supporting SB 84 to the County's legislative delegation, to the Governor, to the Secretary of the Health and Welfare Agency, to the State Director of Social Service, and to the State Director of Finance outlining the importance of SB 84 for the protection of adults/seniors in Contra Costa County. Finally, that the Board authorize the Social Service Director to coordinate with FACSAC and with the Area Agency on Aging Advisory Council efforts to enlist the support of the community. BACKGROUND: In 1985 the State of California enacted mandatory reporting laws which require a variety of medical and non-medical professionals to report suspected cases of elder and dependent adult abuse to the County Departments of Social Services. Statewide elder and dependent adult abuse reports increased 45% between 1985-86 and 1986-87 . However, the State of California has not provided any increase in funding for Adult Protective Services Programs to address increased abuse reports to county agencies; cost-of-living adjustments for Adult Protective Services trail inflation by 24 . 7%. The lack of state funding places counties in a position of serious liability for failing to respond to abuse reports brought to their attention. Since July, 1987 Contra Costa County has received each month approximately 20 Adult Protective Services referrals which include such neglect/abuse as 1) medication withheld, 2) serious physical abuse leading to hospitalization, 3) starvation, or extreme unsanitary living circumstances. Contra Costa County has no provisions or eit er 2 -hr. Such funding will be in addition to, and separate from, current funds provided for Adult Social Services. LA:ed discl0/BO-12-3 . la I DRAL (DRAFT For sending to legislative delegation and appropriate state agencies) DATE Legislative Contingent Dear: On behalf of the Contra Costa County Board of Supervisors I want to ask your support for SB 84 - Rosenthal - "Protective Services- Elder/Adult Abuse" . Our Board adopted a Resolution of support for SB 84 on February 28, 1989 (attached) . Adult and elder abuse is a growing problem throughout California. Contra Costa County not only is experiencing growth in the numbers of seniors but also in the numbers of families in which adult children of elder parents must work. Such families do not have the ability to provide care, or finance such care, for their elder parents. These circumstances can lead to serious neglect, harming both the elder parent and the adult children who have no resources available for the care of their parents. Contra Costa County strongly supports SB 84 to ensure adequate State funding so that we may effectively respond to cases of adult abuse.
