THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _February 14, 1989_, by the following vote:

SUBJECT: Recommendations for the Housing and Community
Development Block Grant Program for the 1989-1990
Fiscal Year
Chairman Tom Torlakson convened the hearing on the
recommendations of the Housing and Community Development Advisory
Committee for the Contra Costa County Housing and Community
Development Block Grant Program for the 1989-1990 fiscal year. The
Chairman opened the hearing and noted that he had not received any
requests to speak.
Supervisor Powers referred to the recommendation of $50 ,000
to the Neighborhood House of North Richmond Senior Citizen Program.
He noted that the original request submitted had been for $55 , 000
and spoke on the difficulty in implementing the program lacking the
full amount as requested. Therefore, Supervisor Powers recommended
that $5,000 be allocated from the Block Grant Program Contingency
Fund to the North Richmond Senior Citizen Program.
Supervisor Schroder called attention to the fact that $11,000
has been allocated to the City of El Cerrito for curb cuts in
various city streets. He questioned the propriety of using these
Block Grant funds for street projects usually funded within the
street budgets of the cities. He spoke on the many human service
needs that require funding assistance. He advised that he would be
more inclined to fund the Senior Citizen Program than curb cuts.
Supervisor Torlakson suggested that staff review the curb cut
program and funding sources available for it.
All persons desiring to speak having been heard, IT IS BY THE
BOARD ORDERED that the public hearing is CLOSED.
The Board then proceeded to approve the recommendations as
amended and set forth in the attached document prepared by the
Director of the Community Development Department.

SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve the recommendations of the Housing and Community
Development Advisory Committee.
2. Adopt the Proposed Statement of Community Development
Objectives and Projected Use of Funds as the Final Statement
of Community Development Objectives and Projected Use_ of
Funds.

3 . Assure and certify that the County will comply with the
regulations, policies, guidelines and requirements with
respect to the acceptance and use of federal funds for this
federally assisted program and give assurances and certify
compliance with the attached list of certifications.
4. Authorize the Chair to execute the appropriate documents and
transmittal letter for submission to HUD by the Director of
Community Development.
5. Approve the Residential Antidisplacement and Relocation
Assistance Plan.
6. Establish March 24 - March 31, 1989 as National Community
Development Week 189 .
7. Authorize the Chair to sign letters to our Congressional
representatives urging special categorical funding fo housing
counseling and homeless activities.

At the conclusion of the public hearing , ,the Board approved the recommendations
as amended to allocate an additional $5 ,000 to the Neighborhood House of North
Richmond Senior Citizen Program.

8. Approve the carry over of previous years' funds to the 1989-90
program budget in the amount of $720,000 from the Contingency
Fund ( 1988-89) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
This is the fifteenth year of the Community Development Block Grant
Program which is intended to primarily benefit low and moderate
income persons in the Urban County. The 1989-90 program
recommended by the Housing and Community Development Advisory
. Committee provides that all funds will be utilized to benefit low
and moderate income persons.
On July 18, 1984 the Board of Supervisors adopted an allocation
system for the use of the Community Development Block Grant, which
emphasized housing while providing some for funds and consideration
for other types of activities. Changes in federal law and HUD
interpretations may necessitate a review of this categorical
allocations in the near future depending on Congressional action
this year in regards to the County' s concerns..
The Committee held numerous meetings including three public
hearings and five full meetings for presentations by activity
sponsors. The Committee developed its preliminary recommendation
on December 14, 1988 after utilizing three sub-committees to
develop recommendations form 65 proposals requesting over $6
million. The Committee' s preliminary recommendation was subject to
a public hearing on January 4, 1989 . Modifications were made to
the preliminary recommendations following consideration of the
testimony received at the Public Hearing and the final
recommendation was adopted for submittal to the Board.
The final recommendation has been published as the Proposed
Statement of Community Development Objectives and Projected Use of
Funds for 1989-90 . The Board of Supervisors hearing is on this
statement after which the Board must approve the Final Statement
for transmittal to HUD before March 1, 1989.
