RECOMMENDATION
1. Review County Solid Waste Commission recommendation
concerning Central and South County transfer stations for
inclusion in Plan Revision.
2 . Accept February 14, 1989 County Solid waste Management Plan
for use in preparing the Environmental Impact Report for the
Plan, modified as necessary after discussion of
Recommendation #1 .
FINANCIAL IMPACT
Cost for preparation of the County Solid Waste Management Plan is
funded through a tipping tee assessed to landfill operators.
REASONS FOR RECOMMENDATION/BACKGROUND
In accordance with the Solid Waste Disposal Facility
Implementation Schedule staff has authorized the commencement of
an Environmental Impact Report for the County Solid Waste
Management Plan. The previous version of the Plan (dated October
14, 1988 ) needs to be revised pursuant to discussions with the
California Waste Management Board to further document eight years
of . landfill capacity- and to include- updated information. The
maor or changes to te Plan were as ollows:
1 . A new policy statement calling for fair compensation to
communities who received diverted waste. This policy is to
apply for the diversion of the Acme Fill wastestream to East
and West County. The solid waste Commission recommended
inclusion of this -policy.
2. The inclusion of a policy statement calling for reciprocal
rights for future disposal in Contra Costa County for
counties granting our County export agreements.
3 . Specific inclusion of a future West County transfer station
and deletion of the West County Agency waste-to-energy
project, except for historical perspective.
4. A specific definition and map of the Kelle C y n Landfill
replacing they Central-Supersite.

The Board approved the above recommendations, with Supervisor Torlakson noting for _the record
his objection to the one aspect of the report which deals with the Board previously voting on
consensus around the Super Site. The Board accepts all but one modification to the Plan,
authorizes its use in preparing theEIR, determines not to accept the recommendation from the
Solid Waste Commission with respect to the Central and South County transfer station, and
requests that this issue be brought back to the Board at a later date.

5. Inclusion of waste export agreements with Solano and Alameda
Counties in order to meet the eight-year landfill disposal
capacity requirement.
6 . Explanation of proposed solid waste export agreements with
other counties and the determination that export agreements
are consistent with the Plan.
7 . Updated 1988 wastestream data and updated landfill
capacities.
An issue needing resolution by the Board concerns the specificity
of inclusion of Central and South County transfer stations as a
backup to the proposed permanent Acme Fill Transfer Station. The
Solid Waste Commission recommends that the following language be
included in the Plan added to page 5-5, after mention of the Acme
Fill Transfer Station. These two section would replace the last
paragraph of the section entitled "ACME FILL TRANSFER STATION"
and the third paragraph of the section entitled ''FUTURE TRANSFER
STATIONS" .
CENTRAL COUNTY TRANSFER STATION
A transfer station may be constructed by Central County
public agencies as a backup in the event that the Acme Fill
Transfer Station is not constructed. The specific location
of the transfer station has not been finalized. The
transfer station is expected to handle part of the
wastestream now going to the Acme Fill Interim Transfer
Station. The transfer station will be required to include
facilities for recycling and household hazardous waste
collection. This Central County transfer station, as a
backup to the Acme Fill Permanent Transfer Station would be
consistent with this Plan.
SOUTH COUNTY TRANSFER STATION
A transfer station may be constructed by South County public
agencies. The specific location of the transfer station has
not been finalized, but locations in South County would be
considered. The transfer station is expected to handle part
of the wastestream now going to the Acme Interim Transfer
Station. The transfer station will be required to include
facilities for recycling and household hazardous waste
collection. This South County transfer station would be
consistent with this Plan.
The intent of the Commission is to be more specific about plans
for a backup transfer station should the Acme Fill Permanent
Transfer Station not be constructed. These changes were
recommended to the Commission by the Central Contra Costa
Sanitary District.
Staff felt that the wording in the 1988 Solid Waste Plan was
adequate to provide for another transfer station is the Acme Fill
Permanent Transfer Station was not constructed. Additionally,
the Solid Waste Commission' s wording for the South County
Transfer Station is stronger than the original language. staff ' s f
intent with the original language was to give preference to the
Acme Fill Transfer Station to receive South County waste, but
recognizing that economics or future location of new landfills
may result in a need for re-evaluation of a South County transfer
station.
After the Board reviews this Plan and modifies it, if necessary,
the Plan will be used by the Environmental Impact Report
consultants to prepare the draft Environmental Impact Report for
the Plan. This Plan will also be shared with the California
Waste Management Board staff for their review and comment.
Changes can be made to the Plan during the environmental review
process but it is important to remember that any major changes to
the Plan that could result in a change in environmental impacts
may result in the need to revise the Environmental Impact Report
as it is being processed. This could cause delay in the process,
therefore staff wishes to get all major concerns raised at this
time.
