MICHAEL WALFORD, PUBLIC WORKS DIRECTOR Cointy DATE: FEBRUARY 9, 1989 SUBJECT: REPORT ON JANUARY 31, 1989 BOARD REFERRAL - RELIEZ VALLEY ROAD TRAFFIC RESTRICTIONS SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept report from the Director of Community Development and Public Works Director and approve the following course of actions: 1 . The Director of Community Development shall include in the recommended conditions of approval a designated construction material and equipment delivery route for all developments in ' the unincorporated area using Reliez Valley Road for access. The designated route shall minimize use of Reliez Valley Road; and 2 . The Director of Community Development and the Public Works Director shall evaluate within 30 days of Board action on this matter, the cumulative construction traffic impact of pending . projects and shall condition each development to perform a specified dollar amount of road restoration work for each lot-mile access on Reliez Valley Road; and 3 . The Director of Community Development shall contact the Cities of Lafayette, Martinez and Pleasant Hill to encourage their adopting similar measures to the above within their jurisdictions. FISCAL IMPACT Long range maintenance costs for this road will be reduced. BACKGROUND/REASONS FOR RECOMMENDATIONS On January 31, 1989, the Board of Supervisors requested a report from the Community Development Department Director and Public Works Director on appropriate construction truck traffic restrictions to be placed on development projects in the Reliez Valley Road area. It has very limited structural strength. Continued use of this construction related traffic will result in further disruption of the neighborhood and destruction of the remaining pavement life. By including a designated construction route for each development accessing from Reliez Valley Road, the amount of roadway impacts will be reduced. It is also recommended that each new development that must use Reliez Valley Road for access should participate in restoring the road to at least the quality of road before their use. It is not practical to have them work on each square foot of roadway, nor is it feasible for a detail survey of all of the pavement be performed before and after each development. Therefore, we recommend that the issue be evaluated and that due consideration be given to imposing a standard minimum restoration dollar amount for each lot-mile of access used on Reliez Valley Road. Within 30 days of Board action on this matter, the Director of Community Development and the Public Works Director will prepare a report that substi- tutes what the minimum restoration dollar amount should be. The need for restriction non-local truck traffic was also evalu- ated. Under California law, counties have very limited ability to legislate truck traffic. Due to the lack of documentation on non-local truck traffic impacts, it is recommended that this issue be pursued by the three neighboring cities. CONSEQUENCES OF NEGATIVE ACTION Continued use of the road by construction vehicles without, perfor- mance of restoration work, will result in total destruction of the roadway. RHD:gms p15 :Reliez.bo
