SUBJECT: FISCAL YEAR 1989 CIAP PRELIMINARY APPLICATION
I. RECOMMENDED ACTION:
Authorize Housing Authority staff to submit a Fiscal Year 1989 Comprehensive
Improvement Assistance Program Preliminary Application, in accordance with previously
adopted funding priorities, to the Department of Housing and Urban Development in the
amount of $6,164,451 as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Should the Housing Authority of the County of Contra Costa be awarded funds to
continue the modernization of its older public housing units, funding totalling $6.1
million could be allocated by the Department of Housing and Urban Development.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Department of Housing and Urban Development (HUD) has notified all Housing
Authorities that Comprehensive Improvement Assistance Program funding will be
available during Fiscal 1989. Competitive preliminary applications for this funding
must be filed with HUD by no later than Friday, February 24, 1989. A Joint Review
between HUD Field Office personnel and housing authority personnel will be made on
each application and letters reporting funding decisions will be forwarded to
individual housing authorities by June 16, 1989, with the Comprehensive Improvement
Assistance Program final application due on July 28, 1989.
At its Regular Meeting on February 13, 1989 the Advisory Housing Commission
recommended authorizing Housing Authority staff to submit a Fiscal Year 1989
Comprehensive Improvement Assistance Application, with previously established funding
priorities, in the amount of $6,164,451. These funds will enable the Housing
Authority to complete emergency work items at four older public housing developments,
finish the comprehensive improvement work at CAL 11-2, Los Medanos housing
development in West Pittsburg which was partially funded under the 1988 CIAP, and
begin comprehensive improvement work at CAL 11-1, Alhambra Terrace housing
development in Martinez, CAL 11-3, Bridgemont housing development in Antioch, and
CAL 11-4, Los Nogales housing development in Brentwood.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize the submission of a
Fiscal Year 1989 Comprehensive Improvement Assistance Program Application in the
amount of $6,164,451 to HUD, the Housing Authority would be unable, due to lack of
funds, to continue the modernization of older public housing units.
