Bragdon Contra Director of Community Development �1�C"1 DATE: January 27 , 1989 Cour y SUBJECT: Governor' s Proposed State Budget for Housing Programs SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & .BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chair to sign letters to the state legislative delegation urging restoration of cuts in housing programs as proposed by the Governor' s budget. BACKGROUND/REASONS FOR RECOMMENDATIONS The proposed state budget submitted by the governor proposes elimination of funding of a number of state housing programs including: 1. The California Housing Trust Fund. Last year the housing trust fund provided money for, among other things, senior shared housing, self-help housing, and operating costs of homeless shelters. Provision of money for operating costs is one of the major problems homeless shelter providers face. Proposition 84 , recently passed by the electorate, provides funds for shelter rehabilitation but prohibits use of funds for operating costs. Shelters have relied on housing trust fund monies to help pay for operating costs in prior years. 2. Funding of the Farmworker Grant Program. Housing needs of , farmworkers are among the most severe in the state. In his proposed budget the governor states that eliminating general funding for the .Farmworker Grant Program can be replaced with Proposition 84 funds. The Farmworker Grant Program serves permanently settled farmworkers, while Proposition 84 funds are limited to migrant farmworkers, therefore this portion of the- budget message is inaccurate. The purpose of -this letter is to urge your support in restoring these programs to -.adequate levels of funding. The housing needs that are addressed by these programs are i .acute throughout the state and in Contra Costa County. Last year the Housing Trust Fund provided monies for a variety of housing ;programs, including senior citizen shared . housing, self-help housing and operating costs of homeless shelters. Raising money for operating costs is one of the major problems facing operators of homeless shelters. While Proposition 84 provides monies for shelter rehabilitation, like all bond financed programs, it prohibits use of funds for operating costs. The California Housing Trust Fund provides a key link by funding operations and programming of homeless shelters. Elimination of the Farmworker Grant Program would be a mistake. Farmworker housing needs are among the more acute in the state and in Contra Costa County. .In his budget message the governor states that he is eliminating general funding -for the Farmworker Grant Programs but that the funds will be replaced with Proposition 84 monies. The Farmworker Grant Program serves permanently settled farmworkers, while Proposition 84 monies are limited to assisting migrant farmworkers. In Contra Costa County permanently settled farmworkers comprise a large majority of the farmworker population. On behalf of the Board of Supervisors I urge your support in working with us providing adequate funding to address the acute housing needs that exist in Contra Costa County and throughout California.
