World War II )
WHEREAS, on February 19, 1942 the President of the United States
signed Executive Order 9066 which set into motion the roundup and
detention of over 120,000 Japanese Americans during World War II; and

WHEREAS, this episode was a terrible violation of Constitutional
and Human Rights; and
WHEREAS, during this period Japanese Americans, sometimes with as
little as 48 hours notice, were denied due process, stripped of their
rights and possessions, and confined behind barbed wire under armed
guard; and
WHEREAS, the Civil Liberties Act of 1987 finally recognized this
grievous mistake;
NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors of
Contra Costa County declares February 19, 1989 "A Day of Remembrance"
for this terrible chapter in American history in the hope that by
remembering this sad event we can prevent similar situations from
occurrin� in the future; and
BE IT FURTHER RESOLVED THAT on behalf of all Contra Costans the
Board of Supervisors extends its deepest regrets to those people who
were victims of Executive Order 9066.
