HomeMy WebLinkAboutMINUTES - 12051989 - T.C H J T.0 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _December 5 , 1989 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Meeting with School Boards to Discuss the Drug and Alcohol Conference and Action Plan At 12: 30 p.m. this day the Board met with representatives of School Boards and school district administrative staffs at 595 Center Avenue, 2nd floor conference room, Martinez. Jerry Nava, Chief, Alcohol Program Administration, provided an update on the alcohol tax initiative. He advised that should the initiative pass, it is anticipated that $800 million in revenue will be collected statewide with Contra Costa County receiving approximately $16 to $18 million annually. He spoke on the need for a dedicated volunteer effort that will be used to collect the over one million signatures required for the initiative to qualify for the June 1990 ballot. Sheri Cramer spoke about the serious and growing problem with the abuse of alcohol and other drugs in Contra Costa County and of the need to secure the support and cooperation of all levels of government and society to deal with this problem. She referred to the proposed "Countywide Drug and Alcohol Action Plan" and the role of schools in this endeavor. Ms. Cramer commented on the Countywide Drug Summit which will be held on January 30 - 31, 1990. Claude Van Mar ter, Assistant County Administrator, suggested that the participants at this meeting review the proposed draft plan and submit their comments to him before December 31, 1989. He advised that the Board' s Internal Operations Committee is scheduled to review the comments at its January 8, 1990 meeting. Presentations were also made by: John Jegi, Consultant, County Office of Education, on AB 1089; Chuck Deutschman, Chief, Drug Program Administration on on SB 2599; Bill Kolin, Chair, Contra Costa County Drug Abuse Advisory Board on the role of the Drug Abuse Board; and Jerry Nava, Chief, Contra Costa County Alcohol Advisory Board, on the role of the Alcohol Advisory Board. There was discussion on the need for a coordinated effort to attack the problem of substance abuse; the need to continue or develop programs specific to geographic areas; the feasibility of several school districts in a specific geographic area applying for a grant to supplement existing programs; the need for programs to reach the kindergarten through 12th grade population; the need for early education and intervention programs at the primary school level; the need to approve the "Countywide Drug and Alcohol Action Plan" ; and the feasibility of establishing a subcommittee to review and coordinate substance abuse programs countywide to maximize utilization of limited resources. r T At the conclusion of the discussion, the Board REQUESTED its Internal Operations Committee to contact the Superintendent of Schools and County School Boards/School District members inviting participation on a subcommittee to coordinate substance abuse programs countywide in accordance with legislative requirements of AB 1087 and SB 2599, including programs specific to a particular region or school district.
